Summary of the contracting process

Cardiff Council intends to procure city-wide weed control services across publicly accessible spaces in Cardiff. The work covers parks, housing estates and highway pavements, as well as Cardiff Bay, cemeteries, Cardiff Castle and public rights of way. The contractor will manage weeds on hard surfaces, planted areas, walls and natural and artificial sports surfaces, including controlling invasive weeds such as Japanese knotweed. Services include applying pesticides and fertilisers and hand weeding. Additional work may cover maintenance of sustainable drainage features and green roofs. The council will provide digital plans of work areas. The service is intended to maintain weed growth to required standards while reducing pesticide use and limiting the spread of noxious weeds.

This is at the planning stage: Cardiff Council has stated an intention to procure and is seeking feedback from suitably qualified contractors ahead of the tender. The council expects to advertise the tender in winter 2026/27, award it after assessment, and start the contract in April 2027. The planned term runs to March 2031, with two one-year extensions; the stated value for the maximum four-year period is just over £1.5 million. The council expects to assess bids on price (45%), quality (45%) and social value (10%). The procurement is described as a single city-wide service. The council is consulting the market on factors that might affect participation, including the work, contract conditions and specification.

The work is suited to grounds-maintenance, horticultural and weed-control contractors able to operate across a large, varied urban estate, including highways, parks, housing areas and specialist sites. Suppliers will need to meet the Government’s National Action Plan for pesticide use, use up-to-date application technology and demonstrate plans to reduce pesticide volumes year on year. The council expects increasing use of hand weeding, sweeping and mulching to support that reduction. Contractors will need a digital system to record daily work and support council performance monitoring, as well as self-monitoring and reporting to the contract manager. Before tendering, the successful supplier must hold several relevant independent certificates or schemes, including Amenity Assured, BASIS qualifications or advanced contract certification, and environmental or quality certification such as ISO 14001, BS9002 or a European equivalent. TUPE will apply if the successful supplier is not the incumbent.
