NHS England (Midlands) (the Contracting Authority) are seeking a suitably qualified and experienced healthcare provider to deliver integrated healthcare services at the new prison HMP Welland Oaks via the PSR Most Suitable Provider process . HMP Welland Oaks will be a Category B long term high secure prison, accommodating c1800 prisoners. This is currently under construction in Leicestershire and has an estimated first prisoner date of March 2029 and will be operated by HMPPS.

The maximum contract term, including mobilisation, is 5 years. The contract is expected to commence on 1 September 2027 and will end 30 September 2032; this period includes an 18-month mobilisation period (The first patient is expected March 2029). During mobilisation, the Provider will receive payment solely for mobilisation activities and associated costs. Payments will be made on an actuals basis and supported by relevant evidence of expenditure. The successful provider will be fully operational and delivering services to patients from 1 March 2029.

The total estimated contract value is PS38,500,000 plus associated costs during mobilisation.
