Summary of the contracting process

Defence Equipment and Support is buying engineering and logistics support for aircraft arrestor systems used to stop tactical military fixed-wing aircraft overrunning runways during emergency landings or aborted take-offs. The equipment covered includes Rotary Hydraulic Arrestor Gear and Portable Hydraulic Arrestor Gear, as well as Arrester Barrier systems. Support is required for systems in use in the UK and at overseas military bases, helping maintain the capability for the UK’s strategic base, standing commitments and contingency operations. This is a defence services requirement involving support for military aviation safety equipment, rather than the supply of aircraft or runway construction.

The procurement is complete and the contract was awarded to Marshall Land Systems. The award is for £7.5 million excluding VAT (£9 million including VAT). The contract period runs from 4 December 2026 to 5 December 2028, with two optional one-year renewals; options also cover spares, repairs and PDS. The buyer used a direct award to extend two existing contracts and combine them into one arrangement. The original contracts were competitively awarded. The buyer’s stated justification is that the Arrester Barrier system is obsolete and Marshall holds the technical knowledge, drawings, approved repair instructions and expertise needed to provide compatible support; changing supplier could cause incompatibility and technical difficulties. The award date is not stated.

For a supplier considering comparable future work for Defence Equipment and Support, this award shows demand for sustained engineering and logistics support for legacy aircraft arrestor equipment across UK and overseas military locations. A credible competitor would need demonstrable expertise in hydraulic arrestor gear and arrester barriers, suitably qualified and experienced personnel, and the ability to maintain, repair and supply compatible spares. Access to authoritative equipment drawings, repair instructions and technical know-how is particularly important where systems are obsolete and the buyer considers continuity essential to safe operation. The buyer’s stated procurement route also shows that incumbency and equipment-specific technical information can strongly influence competition for extensions. Small and medium-sized businesses were marked as suitable for the lot, but would still need the specialist capability and support capacity required for this defence aviation equipment.

Notice Description

The Users requires a sustained and supported capability that will deliver a safe, effective and reliable means of ensuring tactical military fixed wing aircraft are prevented from runway excursions during an emergency landing or aborted take-off. The capability will be required to support the enabling of the Strategic Base, fulfil standing commitments, develop and maintain a contingent capability and contingent operations commensurate with the direction provided in Defence Strategic Direction and the RAF Command Plan.

Procurement Information

The Support Capabilities and Commodities Team within the National Armaments Director Group (NAD) , part of the UK Ministry of Defence (the "Authority"), intends to extend contract ACCOMM/00087 (the Contracts) for the Provision of Engineering and Logistic Support to Aircraft Arrestor Systems in use in the UK and at overseas military bases - Rotary Hydraulic Arrestor Gear (RHAG) and Portable Hydraulic Arrestor Gear (PAAG) and contract ACCOMM/00035 (the Contracts) for Arrester Barrier with Marshall Land Systems Ltd ("Marshall"). The extension will be for 24 months with an estimated value for the extension period only of PS5.6 million excluding VAT. The two contracts were competitively let, and the Authority will combine the two contracts into one as part of this extension. It is considered that an extension can be placed under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 7 of Schedule 5 (single supplier - additional services) applies. The Arrester Barrier System is obsolete; Marshall, as the incumbent, has the necessary technical understanding of the Arrester Barrier System, Suitably Qualified and Experienced people, and access to the technical drawings and approved repair instructions from the OEM to provide the service. As such a change in supplier would result in the Authority receiving services that are both different from, and incompatible with, the existing services. Due to the age of the equipment, only Marshall holds the necessary technical information, know-how, and expertise, and can provision the required compatible spares. As such, the difference and incompatibility of a different supplier's services would result in disproportionate technical difficulties in operation and maintenance of the Arrester Barrier System.
