Summary of the contracting process

Cambridge City Council is procuring removals, transport, secure storage and reinstatement for its Civic Quarter refurbishment project at the Guildhall and Corn Exchange in Cambridge. The service covers the safe decant of items from both buildings while refurbishment work is carried out, including heritage objects, artwork, antiques, furniture, technical equipment and general operational items. The supplier must plan and deliver packing, protection, cataloguing where needed, transport and storage, then return and reinstate the items. Storage must be secure, dry and maintained under consistent environmental conditions. This is a specialist removals and warehousing service involving sensitive heritage and technical assets, rather than a routine office move.

The buyer invited offers through an open procedure. The tender set an enquiry deadline of 17:00 on 17 October 2026 and a submission deadline of 17:00 on 27 October 2026. The planned contract period runs from 16 November 2026 to 16 May 2029, with provision for continuation of services and a maximum period to 15 November 2029. The estimated value is £180,000 excluding VAT (£216,000 including VAT). There is one lot, and the opportunity is assessed as suitable for small and medium-sized businesses. Evaluation weights quality at 50%, price at 40% and social value at 10%.

This opportunity is suited to removals and storage businesses able to manage complex decant projects and maintain secure, dry storage with consistent environmental conditions. Suppliers need the capacity to handle a varied inventory that includes heritage items, artwork, antiques and technical equipment, as well as furniture and general operational assets. The work requires careful planning, appropriate packing and protection, cataloguing where necessary, safe transport, secure storage throughout refurbishment, and reinstatement at the buildings. Demonstrable experience with complex decants and sensitive assets is expressly sought. British Association of Removers accreditation is preferred; equivalent accreditation is acceptable where the bidder can evidence comparable inspection, quality assurance and ombudsman arrangements. The stated SME suitability makes this a potential fit for smaller specialist operators with the necessary facilities, handling expertise and delivery capacity.
