Summary of the contracting process

Guildford Borough Council plans to refurbish Lysons Enterprise Estate in Guildford: 15 existing light-industrial units arranged across three terraces, with a combined internal area of about 1,148 sq m. The 1980s units need significant upgrading and currently fail minimum energy-efficiency standards. The aim is to improve the accommodation for occupiers, comply with those standards and seek an EPC A rating across the estate. Expected works include recladding the terraces, associated mechanical and electrical work where needed, replacement doors and windows, and solar panels if required to reach the target rating. Limited landscaping and tree work, plus repairs and making good to external areas, are also envisaged. No new utility connections or major external works are planned.

This is at the planning stage: the Council has set out its intention to procure, but has not yet invited tenders. It expects a two-stage Design and Build route. Stage 1 would appoint a contractor under a Pre-Construction Services Agreement to develop the design, support planning, survey the site and develop the programme and open-book target cost. Stage 2 would be a Design and Build contract, subject to design, cost and governance approvals. The Council’s draft timetable envisages market engagement and approval in October 2026, a Stage 1 tender between October and December 2026, and Stage 1 award in January 2027. Stage 2 negotiation and award are expected between April and September 2027, with construction planned from January to December 2028. The planned engagement invites expressions of interest by 9 October 2026; a market activity may follow in October.

The work is suited to design-and-build contractors able to take responsibility for completing the design as well as delivering refurbishment works to occupied or tenant-used light-industrial premises. Stage 1 calls for design development and planning support, surveys, buildability review, construction methodology, programming and assessment of phasing and tenant impacts. Contractors will also need to develop a procurement strategy for work packages, provide open-book pricing, and identify risks and value-engineering opportunities. Delivery capability should cover façade recladding, doors and windows, coordination of mechanical and electrical services, and energy-efficiency upgrades, potentially including solar panels. The Council has indicated that small and medium-sized businesses are suitable for the procurement. The project combines design and pre-construction services with a substantial refurbishment programme, making relevant industrial-estate experience and the ability to manage design, cost and construction together pertinent.
