Summary of the contracting process

North Ayrshire Council is procuring a specialist Huntington’s disease service for use by North Ayrshire Council, East Ayrshire Council, South Ayrshire Council and NHS Ayrshire & Arran. The work falls within health and social care services, including specialist guidance and counselling. The council is the lead contracting authority; the other three organisations are named participants in the contract. Services are to be delivered in Ayrshire, covering the participating councils and health board. The requirement includes community benefits, with mandatory commitments relating to employment, employability and skills, small and medium-sized enterprises, third-sector organisations, education and the local community wish list.

The buyer invited tenders through an open procedure. The procurement is a single-lot requirement. The submission deadline set was 30 October 2026 at 12 noon UTC. The anticipated contract start date is 1 April 2027; the initial contract period is three years, with an option to extend by up to 24 months at the lead council’s discretion, subject to satisfactory performance and funding. The estimated value is £601,765. Tenders are assessed as the most economically advantageous, with quality weighted at 85% and price at 15%. Bidders must meet the stated requirements and provide the information requested in the Single Procurement Document; exclusion may apply under the relevant Scottish public procurement regulations. The contract allows electronic invoicing, ordering and payment.

This opportunity suits providers with specialist capability in supporting people affected by Huntington’s disease and delivering health, counselling, rehabilitation or related community-based social care. Delivery requires staff whose names and professional qualifications are provided, so bidders should be able to field an appropriately qualified team for a service involving several local authorities and a health board. The assessment places substantially greater weight on service quality than on price, making relevant expertise, a credible delivery model and the ability to demonstrate quality important competitive strengths. The requirement also calls for mandatory community-benefit commitments spanning employment, skills and employability, SME participation, third-sector organisations, education and community priorities. Providers able to build these commitments into service delivery will be better placed to address the full requirement.
