Summary of the contracting process

Guildford Borough Council intends to procure refurbishment and building works at 1 and 3–5 York Road, Guildford, to improve emergency temporary accommodation and facilities supporting rough sleepers. The existing buildings are in a Conservation Area. Works are expected to include internal refurbishment and reconfiguration, new bedroom ensuites, conversion of loft space to habitable accommodation, building-services upgrades and replacement plant, replacement windows and doors, roof insulation, façade and other external repairs, and associated external works. Construction is to be phased, with parts of the facility remaining operational during the works. The project has planning permission and is progressing through technical design. The council expects to use a traditional procurement route.

This is at the planning stage: the council has announced its intention to procure, but has not yet invited tenders. It plans soft market testing before issuing a tender and may arrange a market-engagement activity in October. Interested contractors were asked to express interest by email by 9 October 2026; the council expected to share further information and any event arrangements directly with respondents. The anticipated contract period runs from 17 February 2027 to 17 February 2028. The procurement is presented as a single lot, with suitability indicated for SMEs and voluntary, community and social enterprises. No evaluation basis or contract value is stated.

The project is likely to suit building contractors able to deliver refurbishment and partial reconfiguration in existing buildings, including specialist trades for mechanical, electrical and plumbing services, replacement plant, plumbing and sanitary installations, windows and doors, roof insulation, façade repairs and associated external works. Experience planning and managing phased construction while keeping parts of a live accommodation facility operational will be relevant. Suppliers should also be equipped to work in a Conservation Area and coordinate delivery against a technical design. The council has identified emergency accommodation and rough-sleeper support as the facilities’ purpose, and the procurement is considered suitable for SMEs and voluntary, community and social enterprises. Market engagement offers contractors a chance to receive further project information ahead of the planned tender.
