Summary of the contracting process

The Ministry of Defence is seeking suppliers for a multi-supplier framework covering movement and support services across Germany and wider Europe. Seven separate lots cover bus and coach transport for personnel; road transport of heavy and light equipment, vehicles and containers; transport of dangerous goods, including ammunition; port services at Emden and other northern German ports; biological cleaning of vehicles; and host-nation escort vehicles and qualified staff for oversized vehicle movements. Port services can include vessel loading and unloading, stevedoring, cranes and other handling equipment, storage, and support for port personnel. Transport tasks may connect the UK with German or other European exercise locations. Vehicle cleaning must meet local health regulations, and escort services must follow local movement instructions and regulations.

The buyer invited offers through an open procedure to establish a framework, with separate awards for each lot. The framework would run from 1 February 2027 to 30 January 2030, with two independent one-year extension options. The stated estimated value is €83,086,953; this figure is repeated against each lot, so it should not be read as a separate lot total. Questions were due by 22 October 2026 at 23:59, and bids by 5 November 2026 at 23:59 (UK time). The planned award decision date was 4 January 2027. Suppliers were assessed against economic and technical qualification requirements and had to meet the technical standard; the qualification requirements are set out in the Defence Sourcing Portal qualification envelope, with further lot details in the tender pack. Later task orders under the framework invite quotations from suppliers on the relevant lot, primarily assessed on price alongside ability to meet the deadline and technical criteria.

The opportunity is divided by service type, allowing businesses to target the lot matching their specialist operation rather than provide every service. It may suit transport operators with personnel coaches, heavy and light goods vehicles, or dangerous-goods capability; port operators and marine-support firms able to handle vessel loading, storage, cranes, stevedoring and personnel support; vehicle-cleaning providers equipped for static and mobile biological cleaning; and escort-vehicle operators with appropriately qualified staff. Suppliers need to demonstrate the economic and technical qualifications required for their chosen lot and meet its technical standard. Port and transport work may involve movements between the UK, Germany and wider Europe, while dangerous-goods, oversized-load escort and cleaning work must comply with applicable local requirements. Small and medium-sized enterprises are identified as suitable to compete. Successful framework suppliers must be able to register with Exostar for payment.

This procurement is to establish a multi-lot, multi-supplier framework agreement for the provision of Movement Services across Germany and wider-Europe. The framework will be broken down in to the following lots: Lot 1: Bus and Coach Lot 2: Road Transport (HET & LET) Lot 3: Road Transport - ADR Lot 4: Port Services, Emden Lot 5: Port Services Northern Germany excluding Emden Lot 6: Biological Cleaning Lot 7: Provision of Escort Vehicles (Begleitfahrzeuge) Full details of each of the lots and how to bid for them are included in the attached Invitation to Tender (DEFFORM 47).

Lot Information

Bus and Coach

To arrange transportation of personnel from A to B as per Task Order. This can include to and-or from the UK to Exercise locations within or outside of Germany. To and from Training Areas, Exercise Locations, Airports, and Ports of entry, with or without baggage. Including provision of baggage trailers or trucks where required.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.

Road Transport (HET & LET)

To arrange transportation of Heavy Materiel (equipment and Vehicles) and Light Materiel (equipment, ISO containers or Vehicles) from A to B as per Task Order. This can include to and or from the UK to exercise locations within or outside of Germany. To and from Training Areas, Exercise locations, airports, Ports of entry.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.

Road Transport - ADR

To arrange transportation of DG Materiel (ie Classes 1-9, including Ammunition) from A to B as per Tasking Order. This can include to and or from the UK to Exercise locations within or outside of Germany.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.

Port Services, Emden

To provide wet and dry services at port of entry / exit to safely embark or disembark vessels at Emden Port; this may also require the provider to provide administrative services to the Port Task Group over a fixed period as detailed in the Task Order. To include services such as feeding and accommodation of Port Task Group personnel, provision of MHE and Cranes, Storage, and Stevedores.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.

Port Services Northern Germany excluding Emden

To provide wet and dry services at port of entry / exit to safely embark or disembark vessels at ports in Northern Germany (excluding Emden Port); this may also require the provider to provide administrative services to the Port Task Group over a fixed period as detailed in the Task Order. To include services such as feeding and accommodation of Port Task Group personnel, provision of MHE and Cranes, Storage, and Stevedores.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.

Biological Cleaning

To provide static and mobile services to biologically clean vehicles in accordance with local health regulations.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.

Provision of Escort Vehicles (Begleitfahrzeuge)

To provide Host Nation escort vehicles with qualified staff to escort Out of Gauge vehicles in accordance with their Host Nation (Vemags) movement instructions from town, county, or the Police in accordance with local regulations.

Renewal: Two x one year options can be invoked independently of each other to extend the contract by a total of 2 years.
