Summary of the contracting process

The London Borough of Waltham Forest is seeking design, printing and reprographic services for teams across its directorates. The requirement is split into two distinct services: design and print, covering work from concept design and artwork to layouts and printed marketing materials such as leaflets, posters, banners, brochures and signage; and reprographics, covering items including court bundles, commercial contracts and personnel documents, as well as document scanning. The design and print service is intended to support brand consistency and provide print and design capacity across the Council. Reprographic work includes documents requiring short turnaround delivery, with the service description expecting delivery within two hours for items such as legal documents. Services are for the Council in London.

The Council invited offers through an open procedure under the Procurement Act 2023. The procurement has two lots, and suppliers may bid for only one; no supplier may be awarded both. The enquiry deadline was 20 October 2026 at 12:00, and the submission deadline was 30 October 2026 at 12:00. The estimated total value is £1,131,309.17 excluding VAT (£1,357,571 including VAT). Lot 1 is valued at £902,706.67 excluding VAT and Lot 2 at £228,602.50 excluding VAT. Both contracts are scheduled to run from 1 February 2027 to early 2030, with possible extensions to 2031. For each lot, price and quality carry equal weight, at 50% each. Economic and technical selection criteria apply.

This opportunity suits suppliers able to deliver dependable design and print services across a broad range of Council communications, from high-level concept development to routine artwork and production. Lot 1 requires creative design, layout and print capabilities, including marketing literature, promotional signage and related materials. Lot 2 is suited to reprographics businesses equipped to handle sensitive administrative and legal documents, scanning, and rapid production, including the stated two-hour turnaround expectation for short-notice work. The Council describes the lots as suitable for small and medium-sized businesses and voluntary, community and social enterprises. Suppliers should be prepared to demonstrate both economic and technical suitability, with the detailed requirements set out in the tender documents. Businesses should choose the lot that matches their specialist services and delivery capacity, since bids and awards are limited to one lot per supplier.
