Summary of the contracting process

Procurement for Housing Ltd, trading as PfH Scotland, is establishing a Dynamic Purchasing System for asset decarbonisation and retrofit. It is intended to give its members a route to design, assess and deliver net-zero ambitions, covering goods, works and services. The nine categories are PAS services; net-zero technical consultancy; fabric-first primary measures; installation and maintenance of secondary net-zero technologies; whole-house retrofit; district infrastructure and systems installation and maintenance; net-zero materials supply; net-zero technology solutions; and retrofit training. The arrangement is for use by social housing providers and the wider public sector across Scotland. The work spans construction and related consultancy, technology, supply and training.

The process reached the tender stage, inviting organisations to apply to become qualified suppliers on the Dynamic Purchasing System. Suppliers may apply for one or more categories. At the later invitation-to-tender stage, PfH members will set the specific requirements and specification, delivery and pricing models, and contract form for their requirements. This is a multi-category purchasing arrangement rather than a single defined project: the work and contract terms will be shaped by member requirements at that later stage.
