CSC26181 Residential Children's Homes for Torbay
Notice Description
Torbay Council is embarking on an exciting programme to develop new children's residential homes within Torbay. We are seeking to work alongside experienced Ofsted-registered Children's home providers to develop new local residential provision that enables children and young people to remain closer to their families, communities and support networks. We recognise the significant expertise, experience and innovation that residential care providers bring and we are keen to work collaboratively and build strong partnerships with organisations that share our ambition to create high-quality homes where children feel safe, supported, valued and able to thrive. This contract is being split into two Lots and through this programme, Torbay Council intends to develop four new children's homes through two complimentary delivery models, creating opportunities to work with experienced providers in bringing high-quality local residential provision to Torbay: * Lot 1: Two Council-owned, 2-bed, provider-operated children's homes. * Lot 2: Two Provider-owned, 2-bed, provider-operated children's homes.
Planning Information
The aim of the engagement session on 09 October 2026 at 1330 until 1530 is to: • Share Torbay Council’s vision for developing local children’s residential provision • Learn from providers’ expertise and experience • Seek feedback to help shape the service model and procurement approach • Explore opportunities for partnership working throughout mobilisation and delivery • Discuss how we can work together to achieve the best possible outcomes for children and young people. Market engagement will be virtual via Microsoft Teams.
