Summary of the contracting process

Hythe and Dibden Parish Council is seeking one new, medium-sized, low-emission panel van, including first registration and delivery. Suppliers can offer either a plug-in hybrid electric van or a battery electric van, or both, but the Council intends to buy only one vehicle. The van should be broadly equivalent in size and operational capability to a Ford Transit Custom L1 H1; equivalent models from other manufacturers are acceptable. Requirements include at least three seats, a minimum 900 kg payload, loadspace of at least 5.5 m³, side and rear access, protective load lining and a white finish. The vehicle will serve the Council’s operations, with delivery to Hythe and Dibden Parish Council in Hythe, Hampshire.

The Council invited tenders through an open competition. The procurement is divided into two lots: plug-in hybrid and battery electric; suppliers may bid for either or both. The tender deadline was 12 noon on 23 October 2026. Tenders were due to be considered on 5 November 2026, with award intended during the week beginning 9 November 2026. The van must be supplied, registered and ready for possession by 31 January 2027. The estimated value is £45,000 excluding VAT. Evaluation weights five-year whole-life cost at 45%, operational suitability and specification at 30%, delivery commitment at 15%, and warranty, servicing and aftersales support at 10%. Submissions were required in a sealed package; electronic submission was not permitted.

This opportunity suits vehicle manufacturers, dealerships and commercial-vehicle suppliers able to provide a new, unregistered medium-sized van and manage its first registration and delivery. Suppliers need to offer one of two powertrains: a plug-in hybrid with a manufacturer-published electric-only range of at least 30 miles, or a battery electric vehicle capable of both AC and DC rapid charging. The Council’s operational pattern means routine full overnight charging cannot be relied upon; suppliers must explain the proposed vehicle’s charging needs and identify and price any recommended charging equipment or upgrade. Strong offers will demonstrate load-carrying capacity, practical dimensions, suitable range and charging, a reliable delivery commitment, and effective warranty, servicing, roadside assistance, replacement-parts availability and aftersales support. The Council may consider a Nissan NV300 in part exchange, but is not obliged to accept it.
