Summary of the contracting process

The University of Salford is seeking providers of educational psychology assessments for students in higher education. The assessments are intended to identify and diagnose specific learning difficulties, including dyslexia, and to establish students’ strengths and support needs. The work uses an evidence-based approach, which may include observation, standardised testing and interviews. It is a single service requirement, covering higher education support and health-related assessment services. Delivery is in the North West of England. This opportunity is suited to organisations able to assess students in a university setting and provide useful findings to inform appropriate support.

The University invited offers through an open procedure. The tender submission deadline was 29 October 2026 at 12:00 UTC; enquiries were due by 22 October 2026 at 12:00 UK time. The planned contract runs from 1 January 2027 to 31 December 2029, with up to two one-year extensions, potentially extending to 31 December 2031. The gross estimated value is £548,000. The evaluation gives 60% to technical quality, including relevant higher education experience and service delivery capability; 20% to commercial factors, 10% to sustainability and 10% to community benefits. Electronic submissions in English are permitted. The buyer planned to procure the services individually after deciding that an earlier plan to group eight services into lots was unsuitable.

The requirement is marked as suitable for small and medium-sized enterprises. Providers should be able to demonstrate experience delivering comparable assessment services in higher education, alongside the capability to deliver the service effectively. Relevant expertise includes educational psychology assessment for identifying and diagnosing specific learning difficulties, including dyslexia, and using evidence-based methods such as observation, standardised testing and interviews. The work also calls for the ability to identify individual strengths and support needs. Technical quality carries the greatest evaluation weight, so evidence of relevant university-sector experience and a sound delivery approach will be central to a competitive offer. Sustainability and community benefits also contribute to the assessment, while commercial factors form a separate part of the evaluation.
