Summary of the contracting process

United Utilities Water Limited is planning a power-resilience framework for its operational assets across the United Kingdom. The work combines electrical engineering, equipment supply and installation, inspection, maintenance and connection services. Five workstreams are envisaged: battery energy storage and generator systems, including design, installation and commissioning; site surveys and design-and-build solutions such as surge protection, uninterruptible power supplies and batteries or generators; low-voltage inspection, testing and remedial works; high-voltage maintenance and repairs to transformers, switchgear and related infrastructure; and independent electrical connections across low, high and extra-high voltage projects. Civil engineering, electrical design and installation, and commissioning form part of the proposed scope. The framework is intended to consolidate requirements and support power resilience across United Utilities’ assets.

This is at planning stage: United Utilities has set out an intention to procure and is conducting preliminary market engagement, not inviting tenders. It is seeking market views on supplier capability and capacity, the proposed scope, lot structure and delivery approach. The buyer expects to publish a further notice on 14 December 2026; the engagement milestone is dated 15 October 2026. The proposed arrangement is a framework, with five workstreams described in the scope. The planned contract period runs from 14 June 2027 to 13 June 2035, with possible extension to 13 June 2036. The estimated value is £145 million excluding VAT (£174 million including VAT). The planned procurement is above threshold, and the overall work is identified as suitable for SMEs.

The proposed framework may suit suppliers able to deliver power resilience work across water-sector operational sites, either through broad electrical engineering capability or specialist expertise in one or more workstreams. Relevant capabilities include battery energy storage and generator design and installation; civil works such as plinths, trenching and containment; distribution-network interfaces and G99/G100 requirements; site surveys and electrical interventions; and LV testing, reporting and remedial installation. The planned LV programme covers about 4,800 sites over five years. High-voltage suppliers may need transformer and ring-main-unit maintenance, cable jointing, electrical studies and access to Senior Authorised Persons for project support and standby. Independent Connection Provider capability across LV, HV and EHV projects is also in scope. Work will require taking CDM Designer and Principal Contractor roles; standards mentioned include BS 7671 and 2391.

Ensuring power resilience across operational assets is a critical priority for United Utilities, with substantial investment expected to continue throughout the remainder of AMP8 and into AMP9. United Utilities is therefore exploring the establishment of a dedicated Power Resilience framework to provide a more integrated and efficient route for the delivery of power resilience solutions and associated services. The proposed approach seeks to consolidate requirements across multiple workstreams, improve commercial and operational efficiency, increase delivery agility, and provide a consistent contractual structure aligned to anticipated AMP8 & AMP9 requirements. The framework is expected to support a broad range of activities, including power resilience equipment supply, design and build services, LV and HV inspection and maintenance services, and Independent Connection Provider (ICP) services. Through this Preliminary Market Engagement (PME) exercise, United Utilities aims to gain insight into market capability, capacity, and supplier perspectives on the proposed scope, lot structure, and delivery approach. Lot 1 - Power Resilience Kit: * Design and installation of BESS / Generators * Including civil engineering ( plinths , trenching and containment) * DNO design interfaces, G99.
