Summary of the contracting process

The University of Salford is seeking neurodiversity screening assessments for apprentices. The service is intended to identify indicators of neurodivergence, including specific learning difficulties and differences in attention, processing and communication, across academic and workplace settings. Assessments should identify each apprentice’s strengths, barriers and support needs, informing reasonable adjustments and support plans. Where appropriate, the provider will liaise with relevant University and employer contacts. This is a health and education-related assessment service, delivered for apprentices in the North West of England. The requirement is procured as one service lot, rather than as a package of multiple services.

The University invited offers through an open procedure. The tender set an enquiries deadline of 22 October 2026 at 12:00 and a bid deadline of 29 October 2026 at 12:00; the anticipated award decision date was 17 November 2026. The initial contract period is three years, from 1 January 2027 to 31 December 2029, with up to two one-year extensions at the University’s discretion. The stated value is £918 gross. Evaluation gives 60% to technical quality, 20% to commercial considerations, 10% to sustainability and 10% to community benefits. Technical assessment includes experience delivering similar services in higher education, and capability and service delivery. The tender allows electronic submission in English.

This requirement is suited to providers able to deliver neurodiversity screening assessments for apprentices across both higher education and workplace settings. Relevant expertise includes identifying indicators of specific learning difficulties and differences in attention, processing and communication, and turning assessment findings into practical support needs and reasonable adjustments. Providers should be capable of recognising individual strengths and barriers, producing useful support planning, and liaising with University and employer contacts where appropriate. Experience delivering comparable services in the higher education sector is an explicit technical evaluation consideration, alongside service capability and delivery. Small and medium-sized enterprises are identified as suitable bidders. The evaluation also gives weight to sustainability and community benefits, so suppliers should be ready to address these areas in their offer.
