Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) sought suppliers for a dynamic purchasing system covering responsive repairs, void property work and related services for its members throughout Scotland. The work is grouped into five categories: full-service or multi-discipline provision; general repairs and joinery; plumbing and heating; electrical work; and specialist works. Suppliers may apply to qualify for one or more categories. The system is intended to support housing members’ repair and maintenance requirements, with specific work packages defined by members when they invite suppliers to tender. Delivery is across Scotland.

The buyer invited offers to establish a dynamic purchasing system through a tender process. The system was planned to run for an initial five years, with an option to extend for up to a further five years. At each later invitation to tender, participating PfH members would set the specific requirements, specification, delivery model, pricing model and contract form. The opportunity is divided into five work categories, and suppliers may seek qualification in one or more. The published information does not set a single contract value or a common evaluation basis for all member call-offs; these are to be determined for individual invitations. No enquiry or submission deadline is stated in the supplied procurement details.

This opportunity is suited to contractors able to deliver housing repairs and maintenance across Scotland, either as a multi-trade provider or as a specialist in one or more of the listed categories. Relevant capabilities include responsive repairs, void property works, general building repairs and joinery, plumbing and heating, electrical services, and other specialist works. Suppliers can apply for the categories that match their trade coverage rather than needing to provide every service. The system is intended to let PfH members set requirements and commercial arrangements for individual work packages, so suppliers should be able to respond to member-specific specifications, delivery models and pricing requests. The scope is intended to serve members across Scotland, making geographic coverage and capacity to undertake housing repair work relevant strengths.
