Summary of the contracting process

Neath Port Talbot County Borough Council is procuring peatland restoration and grazing infrastructure works at two upland sites in South Wales. At Cwmparc, above Treorchy, the work covers restoration of plateau peatland and installation of grazing infrastructure in the adjoining valley to support long-term habitat management. At Cefn Morfudd, above Neath, it involves restoring degraded peatland through hydrological interventions and associated infrastructure works. The procurement is divided into three work packages: peatland restoration at Cwmparc, peatland restoration at Cefn Morfudd, and grazing infrastructure at Cwmparc. Bidders must submit one bid covering all three packages. The overall scope is land and habitat restoration, drainage and related civil engineering works, rather than a supply-only contract.

The council invited offers through a below-threshold open competition. The enquiry deadline was 23 October 2026 at 12:00 and the bid deadline was 30 October 2026 at 12:00. The contract period runs from 23 November 2026 to 28 February 2028, with work planned across two winter periods: November 2026 to February 2027 and October 2027 to February 2028. The estimated value is £174,078 excluding VAT (£208,893.60 including VAT). Evaluation is weighted 30% on commercial terms and 70% on quality: understanding of the project, sites and constraints; delivery approach; relevant experience and technical expertise; and quality assurance, risk management and long-term sustainability. The three packages require a single submission.

This opportunity is suited to contractors able to deliver both peatland restoration and associated infrastructure works across multiple upland sites, and the council identifies it as suitable for small and medium-sized businesses. Strong bids will need to demonstrate relevant experience and technical expertise in delivering this kind of work, a practical delivery approach, and a clear understanding of the site-specific conditions. Cefn Morfudd includes Scheduled Ancient Monuments and areas requiring specialist unexploded-ordnance supervision, so suppliers must be able to plan work around those constraints and provide for the required specialist supervision. Cwmparc combines plateau restoration with grazing infrastructure in the adjacent valley. The quality assessment also places emphasis on quality assurance, risk management and long-term sustainability, making those capabilities directly relevant to competing for the combined package.
