Summary of the contracting process

Link Group is establishing a framework for main building contractors to deliver new-build housing construction, with some design and construction services. Projects may also cover refurbishment of existing homes, offices and commercial buildings, extensions, community facilities, adaptations and planned maintenance. Link subsidiaries and partner organisations can use the framework; other Scottish registered social landlords may do so with Link’s prior agreement. Work is expected mainly in Scotland’s Central Belt, Argyll and Bute, and the Highlands, although projects may arise anywhere in Scotland. The framework is intended to support high-quality public services and includes community benefits such as targeted recruitment and training, community outreach and opportunities for SMEs and social enterprises.

Link invited offers through a restricted procedure to establish a multi-supplier framework. The tender submission deadline was 2 November 2026 at 12:00 UTC. The framework is planned to run for four years, with a possible one-year extension. Its estimated total value is £840 million. It is divided into seven lots: six cover contract value bands from very low value through to contracts over £40 million, and one covers Argyll and Bute and Highland contracts up to £40 million. Suppliers could bid for up to seven lots. Quality accounts for 70% of the evaluation and price for 30%; variants are not allowed. Projects may be awarded by direct selection or mini-competition. Each lot’s published contract period is 1,440 days.

This opportunity is suited to established building contractors with demonstrable social housing experience delivering projects of five to 500 homes, including flats, houses and retirement living schemes with mixed tenures. Suppliers need the capacity to undertake work across a broad range of project sizes and types, potentially throughout Scotland, and to deliver construction and, where required, design services. Experience relevant to refurbishment, commercial and office buildings, extensions, community facilities, adaptations or planned maintenance may also fit the framework’s call-off requirements. Appointed contractors must adopt fair working practices, including supporting a well-rewarded, trained, diverse and engaged workforce. They must also deliver community benefits, including targeted recruitment and training, community consultation, outreach and education. The framework promotes subcontracting opportunities for SMEs and social enterprises, making partnership with local specialist firms relevant.

Link Group intends to enter into a Framework Agreement with a limited number of Building Contractors to provide construction services for a four year period with a possible one year extension. This may also include the provision of design and construction services. Link works in partnership with a number of subsidiary companies who will also be entitled to purchase works & services from the Framework Agreement. The subsidiaries of Link Group Ltd currently include, Link Living, C~urb 6 Ltd (C~urb), Horizon Housing Association Ltd, Larkfield Housing Association and West Highland Housing Association. Although it is possible that other organisations may join the Group, becoming subsidiary companies, during the term of the Framework Agreement, and may also wish to "call off" from the Framework. Link also works in partnership with several external organisations, refer to Section 1.1 of the Contract Notice for further detail, who will also be entitled to purchase services from the Framework Agreement. In addition, it is also intended that any Registered Social Landlord registered and operating in Scotland will be entitled to purchase works & services from the framework, subject to Link's prior agreement. There is no guarantee of any work. It is however, more than likely that individual commissions will be "called off" either by direct selection or by mini tendering, within the terms of the Framework Agreement, to identify the most economically advantageous tender. The Framework Agreement will mainly cover the provision of construction works & services for new build housing, however individual projects may also include rehabilitation of existing properties, office and commercial properties, extensions, community facilities and adaptations, and planned maintenance projects. The projects will range in size, tenure and type from mainstream housing to a variety of special needs projects. The tenure type will cover all affordable tenures, private rented and market sale. Applicants should have experience of projects within the social housing sector for projects between 5 and 500 units including flats, houses and retirement living projects with a mix of tenures. The location of projects will vary but in the main will be located in the Central Belt of Scotland, Argyll & Bute and Highland, however individual projects may be located in any part of Scotland. The total number of units in each of the geographical areas may vary and specific numbers cannot be guaranteed in any area or in total. Although individual projects cannot be guaranteed, Link will expect the successful contractors to deliver a high quality and value for money service.

Lot Information

Very Low Value Contracts up to the value of 3,000,000 GBP

A maximum of twenty bidding organisations that submit a SPD response and meet the selection criteria will be invited to submit a tender for the Framework Agreement in accordance with Regulation 66 'Reduction of the number of otherwise qualified candidates to be invited to participate'.

Renewal: The Contracting Authority could consider extending the Framework for a further year.

Low Value Contracts between the value of 3,000,001 - 6,500,000 GBP

Renewal: The Contracting Authority could consider extending the Framework by an additional year

Medium value contracts with an estimated value of between 6,500,001 and 12,500,000 GBP
