Summary of the contracting process

The London Borough of Bromley is seeking a strategic delivery partner to transform services for working-age adults, including residents moving from children’s and education services into adult social care. The work is intended to identify savings, inform decisions about services and budgets, and improve outcomes for adults and their carers. It begins with a diagnostic review of current provision and costs, assessing opportunities and producing a change plan. If the Council approves that plan, a second phase may support implementation; the Council may instead implement the changes without retaining the partner. This is a consultancy and social care transformation service. Delivery is for Bromley Council in the London Borough of Bromley.

The Council invited offers through an open procedure. The tender submission deadline was 27 October 2026 at 12:00 UTC, and the enquiry deadline was 20 October 2026 at 12:00 BST. The contract period was set from 11 January to 9 April 2027, with an extension for Phase 2 support potentially running until 9 April 2030. The estimated value is £7 million excluding VAT (£8.4 million including VAT); £500,000 is assigned to the diagnostic phase, with a further £4.5 million to £6.5 million if extended to Phase 2. Price carries 60% of the evaluation and quality 40%. Quality covers phase methodology, previous successful delivery, the proposed team, skills transfer, and commercial method and assurance. The single lot is marked suitable for SMEs.

This opportunity suits consultancy firms with experience transforming adult social care or related public services, particularly those able to assess provision and costs, identify realistic savings, and turn findings into an implementable change plan. Suppliers should be able to provide an independent strategic assessment and, if retained for the second phase, support implementation. The evaluation places material emphasis on successful previous delivery, the methodology for both diagnostic and implementation work, team capability, skills transfer, and commercial assurance, so bidders should be ready to evidence relevant outcomes and present a credible multidisciplinary team. The participation requirements include demonstrating experience and suitability against the Council’s stated minimum criteria, as well as financial standing and annual turnover of at least £4 million. SMEs are considered suitable for this single-lot requirement.

Notice Title

Working Age Adults Transformation Strategic Delivery Partner

Notice Description

The London Borough of Bromley ("the Council") is seeking a Strategic Delivery Partner to work with the Council's services to Working Age Adults (including services to those residents in transition from Children and Education services to Adult Social Care Services) to transform these services through a programme of transformational change. The requirement for the commission is to give the Council an independent view of what is possible in terms of transformational savings in Working Age Adult (WAA) Services and to use this to enable informed decisions about the services and budget and, ultimately, to improve outcomes for Working Age Adults and their carers. The project will work across two phases: Phase 1: Diagnostic study - A detailed review of current provision and costs to size the opportunities and develop a plan for change. Phase 2: Where the Council is content with the Phase 1 plan for change and savings to be achieved through implementation, the project will move to Phase 2. This could involve the continued support of the Strategic Partner, or alternatively proceed with the work of implementation without further employing the Strategic Partner.
