Summary of the contracting process

Defence Equipment and Support intends to procure in-service support for the UK’s counter-chemical, biological, radiological and nuclear capability, which detects, identifies and monitors CBRN threats. The work will support the C-CBRN Reconnaissance and Exploitation Team and the Biological Surveillance & Collector System. It covers calibration, maintenance and repair of a wide range of CBRN equipment, as well as supplying capital equipment and consumables for those teams and systems. This is a specialist equipment support and maintenance service, spanning gas-detection equipment, calibration and military electronic systems. Delivery is across the United Kingdom. The requirement brings equipment servicing together with procurement of the equipment and consumables needed to sustain these operational capabilities.

This is at the planning stage: the buyer has announced an intention to procure, but has not yet invited bids. The buyer expects to use an open procedure. The contract is planned to run from 1 April 2028 to 31 March 2033, with an option to extend to 31 March 2038. Its estimated value is £38.7 million excluding VAT (£46.44 million including VAT). The buyer expects the next notice to be published on 15 June 2027; this is an indicative publication date, not a bid deadline. The procurement is planned as a single lot and is identified as suitable for small and medium-sized businesses. No evaluation basis has yet been set out.

The requirement is likely to suit suppliers experienced in supporting CBRN detection, identification and monitoring equipment, particularly businesses able to calibrate, maintain and repair a varied equipment fleet and supply associated capital equipment and consumables. Relevant technical capability across gas-detection equipment, calibration and military electronic systems is pertinent to the stated scope. The buyer has indicated that the single-lot requirement is suitable for SMEs, so smaller firms may wish to assess their capacity to cover the combined service and supply scope, including through partnerships or subcontracting. Suppliers can use the planning period to consider how they would support the Reconnaissance and Exploitation Team and the Biological Surveillance & Collector System across the UK.

The Authority has a requirement to provide In-Service Support (ISS) for its Counter-Chemical, Biological, Radiological & Nuclear (C-CBRN) capability that provides Detection, Identification, Monitoring (DIM) of CBRN threats. The ISS requirements are to include the calibration, maintenance and repair of a wide range of CBRN equipment along with the procurement of C-CBRN capital equipment and consumables to support the C-CBRN Reconnaissance and Exploitation Team (RET) & Biological Surveillance & Collector System (BSCS).
