Summary of the contracting process

The Pirbright Institute is procuring a single supplier to design, build, install and qualify a new fumigation lobby and dedicated air-handling unit for its ISO11 SAPO 4 animal facility in Woking. The work includes detailed design and participation in a HAZOP study, factory construction and testing, delivery, installation, and site acceptance testing both before and after the equipment is returned to the facility. The supplier must manage its subcontractors and provide operation and maintenance documentation covering the work from design through completion. The installation area will be refurbished by others and separated from ISO11 during the works; those parties will provide the construction site and act as principal designer and principal contractor. This is specialist construction and ventilation installation work.

The buyer invited offers through an open competition for one supplier. The process reached the tender stage. Questions were due by 20 October 2026 at 16:00, and bids by 13 November 2026 at 12:00. The contract period runs from 22 December 2026 to 5 May 2028. The estimated value is £151,666 excluding VAT (£182,000 including VAT). The procurement is divided into one lot. The award criteria are set out in the invitation-to-tender pack. Electronic submission is permitted, and the process is below the applicable procurement threshold.

This opportunity is suited to suppliers able to deliver a specialist, end-to-end installation for a high-containment animal facility. Relevant strengths include designing and building fumigation lobbies and dedicated air-handling systems, planning and responding to HAZOP recommendations, factory acceptance testing, installation, and site acceptance and operational qualification. Suppliers need to coordinate delivery and installation with a separate refurbishment team and manage any subcontractors they use. The work also calls for producing clear operation and maintenance documentation that records the project from design to completion. Businesses with experience of ventilation and air-conditioning systems, controlled or specialist facility environments, construction interfaces and commissioning are well placed to assess the requirement. The single-supplier scope favours a provider able to take responsibility across design, build, installation and qualification.
