Summary of the contracting process

Abri (The Swaythling Housing Society Ltd) procured grounds maintenance services for its London estates, blocks and schemes. The work covers communal outdoor areas, including grass, hedges, shrubs, rose and flower beds, planted areas, planters and other soft landscaping. The contractor is responsible for supplying the labour, supervision, equipment and resources needed to keep these spaces maintained, clean, safe and attractive, while supporting horticultural, environmental and aesthetic standards. The services are delivered across Abri’s London properties.

The procurement is complete and the contract was awarded to Ginkgo Landscape Contractors Ltd. Abri used a direct award without competition, extending the incumbent arrangement to maintain service continuity while it reviews whether future grounds maintenance should be delivered in-house or externally. The award value is £199,305 gross. The contract period runs from 3 November 2026 to 4 November 2027. The procurement was organised as one lot, with small and medium-sized businesses and voluntary, community and social enterprises considered suitable. The published information does not give a separate award decision date.

For suppliers considering similar grounds maintenance work for Abri, credibility rests on the ability to maintain communal landscaped areas reliably across estates, blocks and schemes. Relevant capability includes horticultural maintenance of lawns, hedges, shrubs, beds, planters and other soft landscaping, with the practical resources to provide labour, supervision and equipment. Delivery must keep shared external areas safe, clean and attractive and meet consistent horticultural, environmental and aesthetic standards. This award went to the incumbent through a direct award, so it demonstrates the importance of continuity and established delivery in this instance; it does not set out competitive selection criteria or specific accreditations.

Notice Title

Ground Maintenance

Notice Description

This is for the provision of grounds maintenance services across Abri's London estates, blocks, and schemes. The service is required to ensure that all communal external areas are maintained to a consistently high horticultural, environmental, and aesthetic standard. The Contractor shall provide the necessary labour, supervision, equipment, and resources to deliver a safe, reliable, and high-quality service that enhances the appearance, safety, and environmental value of the managed areas. The scope of services includes the maintenance of grassed areas, hedges, shrubs, rose beds, flower beds, planted areas, planters, and other soft landscaped areas, together with associated horticultural maintenance activities required to keep communal grounds in a clean, safe, and attractive condition. Abri intends to award this contract directly to the incumbent supplier. Abri's Estate Services is currently undertaking a strategic review of the future delivery model for Grounds Maintenance Services. The outcome of the review will determine whether the service is brought in-house or continues to be externally contracted. As this decision will not be concluded before the current contract expires, a 12-month direct award extension is required to ensure continuity of service and avoid disproportionate operational disruption. The extension will provide sufficient time to complete the review, undertake any required procurement activity, and allow for mobilisation and transition to the future service model.
