Summary of the contracting process

Ceredigion County Council, on behalf of Food Centre Wales, is buying three food-grade membrane filtration pilot systems: a microfiltration and ultrafiltration plant, a reverse osmosis and nanofiltration plant, and a laboratory bench-top pilot plant. They will support food and drink research and development at Food Centre Wales’ Innovation and Manufacturing Hub, including product development, process optimisation, ingredient recovery, concentration, membrane screening and scale-up trials. The requirement covers flexible systems suitable for pilot and laboratory work, using different membrane types and operating conditions relevant to food and drink processing. The supplier must provide a turnkey package covering design, manufacture, supply, delivery, installation and commissioning, as well as testing, operator training, warranty support and operational documentation. Delivery is to Ceredigion, Wales.

The council invited offers through an open procedure. The procurement is one lot, with an estimated value of £330,000 excluding VAT (£396,000 including VAT). The contract period is 30 November 2026 to 31 March 2027. The deadline for questions was 20 October 2026 at 12:00, and the submission deadline was 27 October 2026 at 12:00. The planned award decision date was 12 November 2026. Bids may be submitted in English or Welsh. Evaluation gives technical quality 60% and commercial price 40%. The selection requirements cover economic standing and technical matters, including relevant experience, technical capacity and specialist equipment, qualified personnel, capacity and throughput, and health and safety.

This opportunity suits suppliers able to deliver specialist membrane filtration equipment for food and beverage processing, with the engineering capability to design, manufacture and integrate multiple pilot- and laboratory-scale systems. Suppliers need the personnel and capacity to manage delivery, installation, commissioning and acceptance testing as a complete package, alongside operator training, warranty support and the documentation needed for operational use. Relevant experience and access to specialist equipment are expressly important, as are sufficient throughput and robust health and safety arrangements. The solution must meet applicable UK legislation, food hygiene and food-contact requirements, safety rules and industry standards for food-processing equipment. The lot is identified as suitable for small and medium-sized enterprises, as well as voluntary, community and social enterprises.
