Summary of the contracting process

Bolton Metropolitan Borough Council is seeking a supplier to develop and potentially deliver a five-lane recreational cricket dome at Ladybridge High School. The works include associated landscaping and site works. The facility must be designed and installed in line with the England and Wales Cricket Board’s Covered Outdoor Cricket Facilities Design Guide. The Council is inviting proposals for the potential project from RIBA Stages 1 to 6, covering design and development through to delivery. Suppliers must price the first three stages separately from Stages 4 to 6. The initial appointment will cover Stages 1 to 3; later delivery of the remaining stages is potential rather than part of that initial appointment. This is a construction project in Bolton.

The Council invited tenders through an open competitive procedure under the Procurement Act 2023. The enquiry deadline was 26 October 2026 at 16:00 UTC, and tenders were due by 2 November 2026 at 12:00 UTC. The intended award decision for the initial contract was 11 November 2026, with commencement intended for 23 November 2026. The stated contract period runs from 11 November 2026 to 30 September 2027. The estimated value for the potential overall project is below £1.5 million, inclusive of all project costs; this is not the value of the initial appointment for RIBA Stages 1 to 3. The single lot is assessed on quality (40%), price (40%) and social value (20%).

This opportunity is suited to construction suppliers able to develop and deliver recreational cricket facilities, including covered outdoor cricket structures, and to undertake associated landscaping and site works. Bidders need to address the full potential project scope while separating their proposals and prices for RIBA Stages 1 to 3 from those for Stages 4 to 6. The design and installation must comply with the England and Wales Cricket Board’s Covered Outdoor Cricket Facilities Design Guide. The initial work is design and development through RIBA Stages 1 to 3; suppliers with the capability to undertake the later delivery stages may also be positioned to support the potential full project. The evaluation balances technical quality and price with social value.
