Summary of the contracting process

Dŵr Cymru Cyfyngedig is seeking suppliers for low-value construction, maintenance, repair and improvement work across its operational and non-operational estate throughout Wales. The scope is divided between North Wales and South Wales and covers four specialist areas: domestic building maintenance; civil engineering, groundworks and minor infrastructure; mechanical installation and maintenance; and electrical installation and maintenance. Work may be planned or reactive, and will be instructed as individual jobs. This suits building maintenance contractors, civil engineering and groundworks firms, and mechanical or electrical contractors able to serve the relevant part of Wales. Suppliers can pursue one or more of the regional specialist areas, rather than needing to deliver every type of work across the whole estate.

The buyer invited offers through an open competitive flexible procedure. The process has an initial conditions-of-participation stage, followed by an invitation to tender for suppliers meeting the required conditions and minimum thresholds. The submission deadline was 27 October 2026 at 17:00; the stated award decision date was 18 February 2027. The framework is planned to start on 1 April 2027 for an initial two years, with three possible two-year extensions, at the buyer’s discretion, giving a maximum term to 31 March 2035. The published gross value is £52.8 million; this figure is shown for each lot and is not a per-lot allocation. There are eight lots: four specialisms in each region. Up to three suppliers are intended for each lot. Evaluation is 60% commercial and 40% quality.

The framework is suited to small and medium-sized businesses, with each lot focused on a distinct trade and region. Relevant suppliers will need the capability to deliver building maintenance, civil and groundworks, mechanical, or electrical jobs across Dŵr Cymru’s estate, including reactive work and smaller individual assignments. The buyer intends to award call-offs without further competition, initially directing each job to the appointed supplier whose registered business location or operational depot is closest to the worksite. Suppliers should therefore consider whether they can provide local coverage and respond within the buyer’s required timescales. Capacity and previous contract performance may influence the choice of an alternative supplier if the closest supplier cannot undertake a job; value for money is also relevant. No specific accreditation or qualification is described in the process details.
