Summary of the contracting process

The University of Salford is buying medical uniforms for staff and students on its health and social care courses. The requirement covers supply and fulfilment of uniforms to support around 3,500 students across programmes including nursing, midwifery, radiography, physiotherapy and occupational therapy. The supplier must set up and run an online ordering portal so students can select uniforms that meet the University’s approved specifications and entitlements. The service also covers delivery direct to students’ home addresses, returns and exchanges. It must accommodate ad hoc orders for maternity garments, special measurements and replacement items, with students able to pay directly for these orders. Delivery is in the North West of England, including Salford.

The buyer invited offers through an open procedure for one lot. The enquiry deadline was 26 October 2026 at 17:00, and the bid submission deadline was 2 November 2026 at 12:00. The award decision was due by 23 November 2026. The estimated contract value is £650,000 excluding VAT (£780,000 including VAT). The initial contract period runs from 1 February 2027 to 1 February 2029, with up to three possible one-year extensions at the University’s discretion. Evaluation gives 50% to quality, 30% to sample provision and 20% to price. Electronic submission is allowed, and submissions are in English.

This opportunity suits uniform suppliers able to manage the full order-to-delivery service, rather than simply provide garments. The supplier will need to operate an online portal, manage uniform choices against the University’s specifications and entitlements, and fulfil orders across three annual student intakes. Delivery goes directly to students’ homes, so the service must include reliable dispatch, returns and exchanges. Suppliers also need the flexibility to handle individual requirements, including maternity garments, special measurements and replacements, alongside arrangements for student-paid orders. The scale is recurring, serving new cohorts and existing ad hoc demand across a broad range of health and social care courses. The lot is identified as suitable for SMEs.
