Summary of the contracting process

Cardiff and Vale University Health Board is buying replacement fire-alarm equipment and installation for the University Hospital of Wales in Cardiff. The work is a partial upgrade of the hospital’s existing Protec fire alarm system, including replacement equipment and recommissioning it on the site’s bespoke closed-protocol system. The aim is to keep the hospital’s fire detection infrastructure operational and reliable, supporting its life-safety and fire-safety responsibilities. This is a specialist fire-detection and fire-alarm system requirement, rather than a general equipment supply: the replacement must work with the existing system and be recommissioned as part of the upgrade.

The procurement is complete and the contract has been awarded to Protec Fire Detection Public Limited Company. The award is recorded as pending. The Health Board used a direct award, on the stated basis that Protec is the only supplier able to supply and install compatible replacement equipment and recommission it on the bespoke closed-protocol system. The award date was 2 October 2026. The contract period runs from 19 October 2026 to 31 March 2027, with a scheduled signature date of 16 October 2026. The awarded value is £329,878.51 excluding VAT (£395,854.21 including VAT). There was one lot, covering the system upgrade at the hospital; no separate lot-specific evaluation criteria are set out.

For suppliers considering similar future work for this Health Board, the key commercial capability is delivering replacement equipment that is compatible with the hospital’s installed Protec system and its bespoke closed protocol. The selected supplier was able to provide the equipment, carry out the installation and recommission the system as a combined package. Credible competitors would therefore need relevant fire-alarm and fire-detection system expertise, including experience working with proprietary or closed-protocol infrastructure, and the capacity to coordinate supply, installation and recommissioning at a live hospital site. The direct award rationale also shows that demonstrating technical compatibility and the ability to maintain reliable life-safety infrastructure is central to this specific requirement.

Supply & Installation of Protec Replacement Fire Alarm Equipment at University Hospital of Wales

Notice Description

NHS Wales Shared Services Partnership, on behalf of Cardiff and Vale University Health Board wish to inform the market that they intend to award a contract for the provision of a partial upgrade of the existing Protec fire alarm system equipment as a one off purchase Protec are the only supplier capable of supplying and installing the replacement equipment, re-commissioning of the equipment on the current bespoke closed protocol system. The requirement is necessary to ensure that the site's fire alarm infrastructure remains operational, reliable and appropriately maintained. Fire alarm systems are a critical life safety system that requires appropriate replacement to prevent deterioration and reliability of the system. Failure to replace equipment when required could result in defects within the fire alarm system remaining unresolved and could affect the reliability of the site's fire detection. The requirement therefore supports the continued operation and maintenance of the site's life-safety systems in order to meet its fire safety and health and safety responsibilities.
