Summary of the contracting process

Kishorn Port Limited is seeking construction of a new 150-metre quay at Kishorn Port, on land reclaimed to the east of the existing drydock. The quay is to provide a water depth of 12 metres below chart datum and support the port’s continuing operations. This is harbour construction work, including associated delivery works at the port. The reclaimed area was formed using rock blasted and removed during enlargement of the existing drydock. Work will be delivered at Kishorn Port, Kishorn, in Scotland. The requirement includes community benefits: creating employment opportunities for residents within 50 miles, using local suppliers, supporting STEM and engineering engagement and work experience with local schools and colleges, keeping residents and stakeholders informed, and providing support in kind to community groups.

The buyer invited offers through a restricted procedure, with selection and shortlisting followed by an award stage. The selection stage was to shortlist five applicants, who would then be invited to tender. The published submission deadline was 2 November 2026 at 12:00 UTC; invitations to the award stage were scheduled for 2 December 2026. The estimated contract value is £30 million, and the contract period is 540 days. Evaluation combines price and quality; the published criteria include methodology, programme and quality control, while health and safety, environmental performance, local supplier use, organisation, personnel and delivery methodology are identified as quality considerations. Detailed weightings for quality and price were to be set out at the award stage. Variant bids are permitted, and bids must remain valid for 90 days.

This opportunity is suited to contractors with the capacity and experience to deliver substantial quay and harbour construction works, including construction on reclaimed foreshore and work requiring a 12-metre water depth. Applicants must complete the selection questionnaire and provide supporting evidence and certificates for their declarations. Where consortium members or subcontractors account for more than 10% of the likely contract value, each must also submit a completed questionnaire response. The buyer requires names and qualifications of staff assigned to the work, so bidders should be able to identify an appropriately qualified delivery team. Strong submissions will need to demonstrate sound health and safety and environmental management, a credible programme and methodology, quality control, and the ability to involve local suppliers and deliver the stated employment, training and community commitments.
