Summary of the contracting process

Wrexham County Borough Council is seeking one contractor for asbestos surveying and analytical services across Wrexham County Borough. The work covers Council-owned or managed buildings, including schools, commercial premises, community centres and public buildings, as well as some private properties managed by the Council. Services include surveys and reinspections of domestic and non-domestic properties, demolition and refurbishment surveys, bulk sampling and analysis, reassurance air testing, analytical work and site supervision during asbestos removal, water absorption testing, management plans and reports, consultancy advice, and asbestos awareness training. This contract is for surveys and related analytical services; asbestos removal itself is outside its scope. The work may take place at different sites throughout the borough.

The Council invited offers through an open procedure. The contract is for one contractor and is not divided into lots. The submission deadline set by the buyer was 13 November 2026 at 17:00, and the enquiry deadline was 6 November 2026 at 17:00. The contract period is 1 February 2027 to 31 January 2031, with an option to extend by two years, to 31 January 2033. The estimated value is £600,000 excluding VAT (£720,000 including VAT). Evaluation gives quality a 60% weighting and price 40%. Economic and technical selection criteria apply, with further detail set out in the tender documents. The Council expects work volumes to fluctuate, and the successful contractor will be unable to bid for the Council’s planned asbestos removal services contract.

This opportunity suits asbestos surveying and analytical specialists able to deliver the work directly: subcontracting is not permitted. Suppliers need to cover a broad range of services, including domestic and non-domestic surveys, demolition and refurbishment surveys, sampling and laboratory analysis, air testing, and site supervision of asbestos removal by others. The requirement also spans water absorption testing, management plans, technical reporting, consultancy and asbestos awareness training. Bidders should be equipped to work across multiple property types and locations throughout Wrexham County Borough, and to adjust staffing and service capacity as work orders rise or fall. The Council’s technical and economic selection requirements are detailed in the tender documents. Small and medium-sized businesses are identified as suitable to compete. Suppliers within the same business group as the successful contractor will also be excluded from bidding for the planned asbestos removal contract.

Notice Description

Wrexham County Borough Council (WCBC) is looking to appoint a single Contractor to undertake Asbestos Surveys and Analytical Works. The agreement will run for an initial 4 year term with the option to extend for a further period of 2 years, subject to satisfactory performance. The scope of the work will include, but not be limited to: * Surveys and reinspection's of domestic properties (dependant on new regulations/guidance). * Reinspection's of areas that fall under CAR2012 Reg 4 (Schools, commercial units, community centres and public buildings). * Demolition and refurbishment surveys. * Bulk sample and analysis. * Reassurance air testing when required. * Analytical work and site supervision of asbestos removal works. * Water absorption testing. * Management plan and report writing where required. * Consultancy advice where required. * Asbestos awareness training. The work may be located anywhere across Wrexham County Borough with all WCBC owned and / or managed buildings falling within the scope of this Contract. For clarity, this may include private properties that the Council does not own, but is managing or is responsible for in some other way, such as local lettings. The volume of work orders issued through this Contract may fluctuate and as such each Tenderer must be able to provide a flexible and scalable service that is capable of handling increases and decreases in demand throughout the Contract term. Given the nature of the work and the continued reduction in the number of buildings containing asbestos, it is entirely possible that volumes will reduce, although the Council cannot guarantee that this will be the case. Tenderers should note that this Contract does not allow for the removal of asbestos. The removal of asbestos will be managed via a different contract which is scheduled to end 31st March 2027. It is the Councils intention to retender for the asbestos removals Contract but cannot guarantee this or the chosen procurement route. The Contractor who is successful in being awarded the Asbestos Surveys and Analytical Works Contract (this procurement exercise) will be unable to bid for the planned Asbestos Removal Services contract. This extends to any organisations who are part of the same business group, i.e. organisations who share the same ultimate parent company. This is to support compliance with The Control of Asbestos Regulations 2012. Options: Throughout the full term of the contract the Council may sell buildings / land and/or purchase / acquire new buildings / land. As a result of this the volume of work through this Contract may increase/decrease/fluctuate accordingly. This section has been completed to make Tenderers aware of potential changes in volumes required through this contract.
