Stroud District Council is seeking a developer partner to redevelop the former Brimscombe Port site in Stroud, Gloucestershire. The ten-acre, cleared former industrial estate includes the listed Port Mill and salt warehouse. The project is a residential-led mixed-use development, with reinstatement of the canal, delivered with Stroud Valleys Canal Company and Homes England. The estimated value is £50 million excluding VAT (£60 million including VAT). There is one lot, and up to six candidates may proceed to the next stage. Selection includes minimum company turnover, technical participation conditions and criteria used to reduce the field. Evaluation weights development outcomes at 35%, deliverability and risk at 27%, social value at 10%, sustainability strategy at 9%, development cost and viability at 8%, strategic partner structure at 6%, and delivery methodology at 5%.

This opportunity is best suited to a developer with the financial strength and technical capability to deliver a major mixed-use regeneration scheme over several years. The selection process applies a minimum company-turnover requirement and technical conditions of participation; the detailed thresholds and requirements are in the participation questionnaire. A strong proposal will need to demonstrate credible development outcomes, a workable delivery programme, commercial deliverability and risk management, and a viable cost approach. The buyer also assesses sustainability solutions against its output specification, social-value commitments and the proposed strategic partnership structure. Developers able to assemble and manage a partnership, coordinate construction and associated professional services, and incorporate canal reinstatement alongside residential-led development are aligned with the stated scope.

:Stroud District Council wishes to procure a developer partner to deliver its Brimscombe Port development. Brimscombe Port was at one time the largest inland port in the Country dating back to the 1780's. Following the decline in canals the Port became redundant. The canal was in-filled after the Second World War and the site developed as an industrial estate during the 1960/70's. Today the industrial estate has been demolished, ready for redevelopment , the Listed Port Mill and salt warehouse add to the site's spectacular setting SDC is leading on the delivery of the redevelopment of Brimscombe Port in conjunction with Stroud Valleys Canal Company (SVCC) and Homes England (HE), to reinstate the canal and provide a mixed use residential led development on a ten-acre site.
