Summary of the contracting process

The Careers and Enterprise Company is buying technical development, hosting, operations and support for its digital products and services, including tools used by careers leaders and its networks. The requirement is split into two lots. The Core Supplier will develop and operate existing products and new digital services, provide third-line support, manage the organisation’s AWS infrastructure, and work with it on responsible use of AI in development. The Learning Management System Supplier will develop, host and operate the existing learning management system and related products, provide third-line support, and work collaboratively with the core supplier. Delivery is in the United Kingdom; the core-supplier lot specifies London as its delivery location.

The buyer invited offers through a two-stage competitive flexible procedure, with an optional third stage for presentations where bids are closely ranked. Suppliers first undergo capability and suitability assessment; shortlisted suppliers submit technical and commercial tenders. The contract is awarded to the most advantageous tender. Enquiries were due by 21 October 2026 at 17:00, and expressions of interest by 27 October 2026 at 17:00. The planned award decision date is 21 December 2026. Both lots are planned to run from 1 September 2027 to 31 August 2030, with an option to extend by up to 24 months. The Core Supplier lot is valued at £15 million and the learning management system lot at £600,000. For each lot, quality carries 75% of the score and price 25%.

This opportunity suits digital technology suppliers able to provide sustained software development capacity, rather than a one-off build. The core-supplier lot calls for experience maintaining and extending digital products, developing new services, supporting careers-sector users, operating hosted services and providing third-line technical support. Suppliers must also be able to manage AWS infrastructure with attention to stability, scalability and security, and collaborate on effective, responsible use of AI in software development. The learning management system lot is suited to suppliers with specialist LMS development and hosting capability, including the ability to extend an existing platform and support its related products. Collaboration with a separate core supplier is part of that role. Both lots require capacity to deliver work through Statements of Work; the core role spans a broader range of products and infrastructure, while the LMS role is more focused.
