Summary of the contracting process

Digital Health & Care Wales (DHCW) intends to procure services to build the capability, skills and knowledge of staff working in digital architecture across NHS Wales. The work combines training with related consultancy and research and development services, focused on developing the people and expertise needed for digital architecture in the health service. Delivery is across the United Kingdom. DHCW is the buying organisation. The planned work is presented as one lot and is considered suitable for small and medium-sized businesses. Suppliers with relevant experience in digital architecture capability development, professional learning and consultancy for public-sector or healthcare work may find the scope relevant.

This procurement is at the planning stage: DHCW has set out its intention to procure, but has not issued an invitation to tender. It expects to use a framework agreement. The planned contract period is 14 December 2026 to 13 December 2027, with an extension possible to 14 December 2027. The estimated value is £350,000 excluding VAT (£420,000 including VAT). DHCW plans a supplier engagement session via Microsoft Teams on 15 October 2026 to share its requirements and assess supplier capability. It expects to issue a request for information to suppliers who attend. The buyer’s stated date for confirming attendance is 12 October 2026; attendance is limited to two representatives per organisation. DHCW expects a subsequent notice on 13 December 2026.

The work is likely to suit suppliers able to develop digital architecture skills and knowledge, and to design and deliver capability-building support for NHS Wales staff. Relevant strengths include digital architecture expertise, training and learning design, and the ability to advise on how organisations build and sustain specialist capability. Providers with experience working with health services or other complex public-sector environments may be well placed to understand the workforce and organisational context. Small and medium-sized businesses are expressly considered suitable, so the planned single-lot scope is not restricted to larger suppliers. The engagement session is intended to let DHCW assess supplier capability and share requirements; interested firms can use that discussion and the subsequent request for information to shape their understanding and prepare for the later procurement.
