Summary of the contracting process

The London Borough of Enfield commissioned community perinatal health support through its Start for Life Programme. The service supports parents and caregivers from pregnancy until a child reaches age two, focusing on families experiencing mild-to-moderate perinatal mental health difficulties. The work includes one-to-one perinatal coaching, crisis outreach, wellbeing workshops and peer support groups. Delivery is in Enfield. The service is intended to strengthen support for families through a mix of individual help, outreach and group activities.

The procurement is complete and the contract has been formally awarded to MIND in Enfield and Barnet through direct award process C under the Provider Selection Regime. The contract was signed on 2 October 2026. Its value is £824,540.46, for a 29.5-month term running from 16 October 2026 to 31 March 2029. The buyer used a direct award without a prior competition. The stated selection basis was that the existing provider was meeting the original contract and was expected to deliver the proposed contract to a sufficient standard; the award criterion was listed as 100% cost. The award followed the PSR process, rather than the Public Contracts Regulations 2015.

For providers preparing for similar Enfield work, this award signals demand for an integrated perinatal support service covering both individual and community-based provision. A credible competitor would need the ability to coach parents and caregivers one to one, respond through crisis outreach, and deliver wellbeing workshops and peer support groups. Experience supporting families with mild-to-moderate perinatal mental health difficulties, including from pregnancy through a child’s second birthday, would be directly relevant. The stated rationale makes consistent delivery and evidence of satisfactory performance particularly important: the buyer selected the incumbent because it was meeting the existing contract and was expected to perform the proposed service sufficiently well. Suppliers should be prepared to demonstrate delivery quality across the full service model.
