This project seeks to deliver a Digital Traffic Enforcement System (DTES) Replacement Solution that will support the following potential objectives. Suppliers who express interest are asked to consider the following: Objective 1: Gauge supplier knowledge on potential routes to market and possible frameworks to carry out the procurement. Objective 2: Seek feedback on how TfL can ensure continuity of Traffic Order Enforcement on the TfL Road Network (TLRN) with no loss of enforcement capability during transition or following implementation of the replacement solution. Objective 3: Seek feedback on how TfL can deliver a more efficient and cost-effective solution with lower maintenance costs compared to current delivery solution. Objective 4:Seek feedback on how TfL can deliver a solution with a more simplified architecture to future proof technology and ensure compliance with relevant regulatory authorities. Objective 5: Seek feedback on how TfL can provide a solution which continues to be satisfactory by end users and enables effective use of enforcement resources i.e. issuing PCNs effectively and efficiently. Objective 6: Seek feedback on how TfL can ensure that all internal and external systems are integrated for effective delivery. Objective 7: Seek feedback on how TfL can enhance quality of current system and bring video quality up to market standards to increase likelihood of number plate capture and consistency of evidence packs. Objective 8: Seek feedback on how TfL can successful decommissioning of current DTES solution following migration and ensuring all necessary information required for business continuity is successfully migrated and accessible within the replacement solution. Objective 9: Seek feedback on the market's indication of cost and time implications of delivering the works. I.E OPEX Costs, Licencing, maintenance.

Planning Information

Following this PME, TfL plan to send out a Market Sounding Questionnaire (MSQ) to prospective suppliers who shall be invited to respond with their solutions to the proposal. As part of the MSQ, suppliers shall be asked to consider solutions regarding Systems Integration, prospective timelines to deliver the project, solutions to technical queries regarding the project and an indication of a cost breakdown to the proposed solution and any ongoing maintenance costs. Participation or non-participation in this Early Market Engagement exercise will not disadvantage or advantage any supplier's ability to participate in any future procurement activity, including in particular any subsequent procurement process undertaken to deliver the project. Direct or indirect canvassing of any TfL employee or agent by any supplier concerning this requirement, (or any attempt to procure information from any TfL employee or agent concerning this PME outside of the formal process described in this document) may result in the disqualification of the supplier from consideration of any future procurement activity. TfL is under no obligation to follow up this market engagement exercise in any way or with any interested parties.
