Summary of the contracting process

NHS England intends to procure a curated database or tool for clinical use in interpreting human germline genomic variants. It is intended to help clinicians and scientists search for rare inherited-disease mutations, review known mutations linked to a disease, interpret clinical test results and identify likely causal mutations among a list of variants. The resource should collate published variants into a detailed repository and support searches using transcripts. It may also allow mutation data to be integrated into a supplier’s or user’s custom next-generation sequencing pipeline or data repository. The aim is to reduce the time scientists spend analysing variants and, in turn, shorten the time patients wait for results. This is a specialist healthcare data and database service for users working with genomic testing and inherited disease.

This process is at planning stage: NHS England has set out an intention to procure, but has not issued an invitation to tender. The buyer is conducting preliminary market engagement through a request-for-information questionnaire, with responses expected by 23 October 2026. A further notice is expected on 5 November 2026. The buyer’s stated estimated value is £2,347,766 excluding VAT (£2,817,319.20 including VAT). The intended contract period is 1 January 2028 to 30 March 2030. The procurement is presented as one lot, with small and medium-sized enterprises and voluntary, community and social enterprises identified as suitable. No procedure, award method or evaluation criteria have yet been set out.

This requirement is likely to suit suppliers with expertise in clinical genomics, bioinformatics and specialist medical database services. Relevant capabilities include building and maintaining curated repositories of published human genetic variants, linking variants to diseases and transcripts, and providing search functions that support clinical interpretation and identification of likely disease-causing variants. Suppliers able to integrate genomic content into next-generation sequencing pipelines or data repositories may also be well placed. The work is intended to support clinical and scientific users, so experience producing reliable, usable tools for healthcare or research settings would be relevant. NHS England has explicitly indicated that SMEs and voluntary, community and social enterprises are suitable participants. The market-engagement questionnaire provides a chance for capable suppliers to inform the buyer’s understanding before any future competition; the stated intention does not guarantee that a procurement will follow.

Notice Information

Notice Title

Curated literature based database of germline human genomic variants database

Notice Description

The requirement is for a database or a tool that clinicians can use to search for rare inherited disease mutations, or search for an overview of known mutations associated with a particular disease, interpreting clinical test results, looking for the likely causal mutation in a list of variants, or seeking to integrate mutation content into your custom NGS pipeline or data repository. The Database or tool will need to work by collating all published variants into a detailed repository of information. It should easily allow for variants to be listed using transcripts, to ensure that scientists can easily search for the variant they are researching which enormously reduces scientific analytical time, and in turn turn around times for patients.

Planning Information

NHS England is inviting suppliers to respond to the RFI questionnaire. This is a market engagement activity and there is no guarantee that it may result in future procurement activity. Interested suppliers are invited to respond to the request for information questionnaire by the stated deadline to register their interest for this opportunity.
