Summary of the contracting process

Notting Hill Genesis is planning a building safety contractors framework covering specialist façade works and work on large sites, including batching. The procurement is classified as construction work, with associated building consultancy, surveying and inspection, hazard and fire protection, and health and safety services. The framework is intended to support building safety work across the United Kingdom. The two lots separate specialist façade projects from large-site and batching requirements, allowing contractors to focus on the area that matches their trade and delivery model. The buyer is Notting Hill Genesis, a London-based housing organisation. This is a planned procurement: the buyer has set out its intention to establish the framework, but has not yet invited tenders.

The process is at planning stage. Notting Hill Genesis expects to use a two-stage competitive flexible procedure for a closed framework. It anticipates publishing the next notice on 7 January 2027; this is an expected notice date, not a bid deadline. The first stage is a supplier questionnaire, followed by an invitation to tender for shortlisted candidates to submit quality and technical responses, with commercial pricing considered after down-selection. There are two lots: specialist façade works and large sites and batching, with up to 12 suppliers intended for each. The estimated framework value is £360 million, comprising projected buyer spend of £300 million over four years and an estimated £60 million for third-party call-offs. These are estimates, and call-offs are not guaranteed. The planned term runs from September 2027 to September 2031.

This framework is likely to suit construction contractors with building-safety delivery experience, particularly specialist façade firms and businesses equipped to manage large sites or batch work across multiple projects. The two-lot structure gives suppliers a route to focus on the relevant type of work, while the planned use of a supplier questionnaire and a later quality and technical assessment means bidders should be ready to demonstrate their capability and proposed delivery approach before commercial pricing is considered. The buyer’s projected spend and provision for third-party call-offs indicate a substantial programme with potential use beyond Notting Hill Genesis, but demand is not assured: call-offs will be made at the discretion of the buyer or other users. The buyer has not yet stated specific accreditations or experience thresholds; suppliers can prepare relevant evidence of façade, construction and building-safety capability ahead of the tender.
