Summary of the contracting process

The Police and Crime Commissioner for Sussex is seeking vehicle maintenance services for the Sussex and Surrey police authorities through a four-lot, multi-supplier framework. The work covers maintenance of motorcycles, cars, vans up to 3.5 tonnes, and vans and lorries over 3.5 tonnes. Services are to be delivered from supplier premises within 35 miles of at least one police workshop in Surrey, East Sussex or West Sussex. The framework is intended to reduce environmental impact and vehicle downtime while broadening supplier participation. Suppliers can focus on the vehicle classes they service, and the requirement covers both routine vehicle maintenance and work allocated across the two authorities.

The buyer invited tenders using an open procedure. The framework is intended to appoint up to 32 suppliers, with a maximum of eight on each lot; work will be allocated among appointed suppliers without reopening competition. The stated overall estimated value is £2.75 million excluding VAT (£3.3 million including VAT). The contract period is 1 February 2027 to 31 January 2031. Questions were due by 22 October 2026 at 12:00, and tenders by 2 November 2026 at 12:00. The award decision was due by 14 December 2026. Each lot is evaluated on technical quality (60%), price (30%) and social value (10%). Lots cover motorcycles, cars, lighter vans, and heavier vans and lorries; estimated lot values are £55,000, £1.43 million, £1.1 million and £165,000 excluding VAT, respectively.

This opportunity suits vehicle repair and maintenance businesses with premises located close enough to the authorities’ workshops in Surrey, East Sussex or West Sussex. There is scope for specialist suppliers to compete for one or more vehicle classes, including motorcycles, cars, vans and heavier commercial vehicles. Small and medium-sized enterprises are explicitly considered suitable. Successful suppliers would need the technical capability and capacity to maintain the relevant vehicle types and support police vehicle availability across the two authorities. The technical element carries the largest share of the evaluation, with price and social value also assessed. Framework appointments may lead to work allocated across the supplier group, and the authorities reserve options to reallocate work between lots or use appointed suppliers for related services in specified circumstances.
