Suppliers should be able to teach investigation theory and process, investigative strategy and decision-making, risk management, and the exercise of statutory investigative powers, as well as practical witness, victim and suspect interviewing and statement-taking. The programme needs to work for mixed-experience cohorts, from new investigators to senior staff, investigative lawyers and financial investigators, and fit around participants’ operational responsibilities through modular delivery. Strong contenders will be able to combine authoritative subject knowledge with engaging instruction, structured practice and appropriate learning design across modules of up to three days. Small and medium-sized businesses are considered suitable to compete.
