Summary of the contracting process

East Suffolk and North Essex NHS Foundation Trust is considering procuring electrical safety testing equipment for testing and verifying medical devices in healthcare settings. Suppliers were asked to express interest by noon on 19 October 2026, and the Trust expected to publish a further notice on 1 November 2026. The Trust expects any further competition to use the Procurement Act 2023. Its current plan is for a single procurement lot, with an anticipated contract period from 1 January 2027 to 31 December 2031 and a possible extension to 31 December 2033. The Trust describes the estimated procurement as below the applicable threshold. The engagement will inform procurement strategy and specification development; no award criteria or evaluation basis is set out at this stage.

This preparatory engagement is most relevant to suppliers able to provide medical electrical safety analysers or testers, healthcare-suitable portable appliance testing equipment, or compliant electrical safety test instrumentation. Suppliers offering related software, accessories, calibration, maintenance and training can also contribute, either directly or as part of a wider supply and support offer. The Trust is looking to understand product range and technical capability, compliance with applicable standards and regulations, warranty and servicing arrangements, calibration provision, and training and user support. Suppliers should also be prepared to describe indicative pricing models and whether their products are available through frameworks, including routes under PCR 2015 or the Procurement Act 2023. The planned standard-device role and potential renewals favour suppliers able to support a sustained healthcare deployment; SMEs are considered suitable.

Preliminary Market Engagement Notice ESNEFT3266 Electrical Safety Testing Equipment for Medical Device Testing East Suffolk & North Essex NHS Foundation Trust is undertaking a preliminary market engagement exercise to identify suppliers with the capability to provide electrical safety testing equipment for the testing and verification of medical devices. The purpose of this engagement is to better understand the current market, available technologies, product capabilities, support arrangements, and potential procurement options available. This is to become the standard device for the period of 5 years. The Authority will be conducting the further competition under the Procurement Act 2023. We are seeking information from suppliers that can provide equipment capable of supporting electrical safety testing in healthcare environments, including but not limited to: * Medical electrical safety analysers/testers * Portable appliance testing equipment suitable for healthcare applications * Test instrumentation compliant with relevant electrical safety standards * Associated software, accessories, calibration, maintenance and training services This market engagement exercise is for information-gathering purposes only and does not constitute a call for competition, invitation to tender, or commitment by the Trust to procure any products or services. Responses received will help inform the Trust's procurement strategy and specification development. The Trust welcomes responses from all interested suppliers and reserves the right to use information gathered through this market engagement solely for the purpose of informing any future procurement activity. Participation in this exercise will not confer any advantage or disadvantage in any subsequent procurement process.
