Summary of the contracting process

Wiltshire Council is considering future provision of the Wiltshire Parent Carer Forum, a health and social care service for parents and carers of children and young people with disabilities. The forum represents families and works alongside local authorities, education, health and other services. Its role is to bring families’ lived experience into service planning, commissioning, delivery and monitoring, and to support services to work with families in co-production. The intended purpose is to help ensure services meet families’ needs and improve outcomes for children, young people and their families. The service would be delivered in Wiltshire. The procurement is at the planning stage, and the Council is gathering market information to shape the future service and its design.

This is an early planning exercise, not an invitation to tender. The Council is seeking market input through a short questionnaire to understand service-provision options and inform its eventual specification and design. The questionnaire is expected by 6 November 2026. The anticipated contract period is 1 May 2027 to 30 April 2028. The estimated value is £160,000 excluding VAT (£192,000 including VAT). The process is recorded as a service procurement, but no procurement procedure, lot arrangement, eligibility conditions or evaluation criteria have been set out at this stage. Suppliers should treat the dates and value as the Council’s current planning expectations rather than final tender terms.

This planning exercise is most relevant to organisations able to represent the perspectives of parents and carers of disabled children and young people, and to work constructively with families and public services. Experience gathering and communicating lived experience, building partnerships with local authorities, education and health services, and supporting co-production would be directly relevant to the service described. The Council says the forum should help services meet families’ needs and improve outcomes; suppliers with a credible approach to achieving those aims can use the market-engagement questionnaire to inform the future service design. This is an opportunity to contribute market knowledge and prepare for a possible later procurement, rather than to submit a tender now. No particular accreditation, minimum capacity or formal experience threshold is set out yet.
