Summary of the contracting process

Hyde Housing Association intends to establish a national framework for capital delivery and planned works across its housing stock and for other public-sector clients, including local authorities, housing associations and registered providers. The work covers kitchens and bathrooms; windows and doors; conservation and heritage; roofing; electrical installations; infrastructure and improvement works; external and communal decorating; flooring; aids and adaptations; damp and mould remediation; groundworks; and whole-house refurbishment and estate investment. It is construction and refurbishment work, with related services, delivered across the United Kingdom. Echelon Consultancy is supporting the procurement, and Pretium Frameworks, part of the Echelon Group, is expected to manage the framework. Geographical areas are intended to give clients flexibility to call off work where demand arises.

This is at the planning stage: Hyde has set out its intention to procure, but has not invited tenders. It is developing a framework agreement and is seeking supplier views through preliminary market engagement, with a survey intended to take around 15–20 minutes; responses are described as anonymous. The buyer expects to publish a further notice on 3 December 2026. The proposed framework term runs from 1 June 2027 to 31 May 2031, with an option to extend to 31 May 2032; longer-term call-off contracts may exceed the framework term. The stated estimated value is £6 billion excluding VAT (£7.2 billion including VAT). Workstreams are intended to be divided into value bands, and the framework into geographical areas; these details are being shaped through engagement.

The planned framework is intended to suit a broad range of construction and housing improvement suppliers, from small and medium-sized businesses to large, tier-one contractors. It spans numerous specialist trades, including kitchens and bathrooms, windows and doors, heritage work, roofing, electrical installations, decorating, flooring, aids and adaptations, damp and mould remediation and groundworks, as well as whole-house refurbishment and estate investment. Suppliers with the capacity to deliver one or more of these workstreams across defined areas may be relevant; national coverage and flexible client call-offs are intended to support differing demand. The buyer says value bands are intended to encourage both SMEs and tier-one organisations, and that it is gathering market views on the framework’s design. Echelon Consultancy are delighted to be procuring on behalf of Hyde Housing Association a framework for the delivery of Capital and Planned Works. The proposed lots are: Kitchens and Bathrooms, Windows and Doors, Conservation & Heritage Works, Roofs, Electrical Installations, Infrastructure and Improvement Works, External & Communal Decorating, Flooring, Aids & Adaptations, Damp & Mould remediation, Ground Works, Whole House refurbishment Estate Investment. The framework is one of three being developed by Echelon, and will be managed by Pretium Frameworks (part of the Echelon Group), along with the Maintain Framework (Repairs & Empty Homes) and the Protect Framework (Compliance Services). The Framework will cover the aforementioned workstreams, and will provide national coverage, with defined geographical areas offering its Clients (Local Authorities, Housing Associations and Registered Providers, as well as all other Public Sector bodies) complete flexibility to call off services to meet need and demand. The framework will be for a period of four years but will also offer the ability call off longer term contracts exceeding the original framework length. Workstreams will also be split into different value bands, to encourage both SME's and Tier One organisation's.
