Summary of the contracting process

The Education Authority intends to appoint multiple training providers to work with the PEACEPLUS ASPIRE Shared Education Project to deliver professional learning modules for educators. The planned programme covers digital leadership; culturally responsive teaching in inclusive schools; shared education and lesson study; learning through play and outdoor learning; and teaching positive masculinity. Providers will deliver a suite of modules on a schedule determined by the PEACEPLUS ASPIRE team. The work is education and training services, including teacher training. Delivery is intended for Northern Ireland. The programme is arranged as a multi-supplier framework across five subject areas, giving providers the potential to focus on the module or modules that match their expertise.

This is at planning stage: the Education Authority has set out its intention to procure and is conducting preliminary market engagement, not inviting tenders. It expects to publish the next procurement notice by 30 November 2026. The engagement exercise is intended to gather supplier views on feasibility, market capacity, delivery timescales, risks, innovative approaches and procurement strategy; the buyer expects to use responses to shape the future procurement. The buyer’s engagement milestone is dated 28 October 2026. The anticipated delivery period is 24 months, from 1 January 2027 to 31 December 2028, with a possible extension subject to funding and approval. The estimated value is £500,000 excluding VAT (£600,000 including VAT). The planned framework will have five lots, one for each training module area.

The planned work is suited to training providers with practical expertise in one or more of the five themes: digital leadership for educators, culturally responsive teaching, shared education and lesson study, play-based or outdoor learning, and positive masculinity. Providers should be prepared to work in partnership with the PEACEPLUS ASPIRE team and deliver a programme of modules according to the team’s requirements over a sustained period. The buyer is using market engagement to test feasibility, delivery capacity and potential risks, and to identify innovative solutions and factors that may encourage or deter suppliers from bidding. This creates an opportunity for providers, including smaller businesses and voluntary, community or social enterprises, to inform the eventual procurement approach and help ensure that the future requirements are deliverable and accessible to a competitive range of suppliers.

The objectives of this market Exercise are to:  provide suppliers with an initial awareness of the potential business requirement  gain insight to the market possibilities and potential innovative solutions  understand risks and potential issues related to:  understand required timescales  provide EA with confidence around deliverability  inform the procurement strategy  prepare the market for the forthcoming procurements  understand the key issues that are likely to encourage, or discourage, suppliers to bid  ensure that project procurements and contracts are attractive to the market and encourage competition, including to potential new entrants to the market in NI; and  prevent unachievable project proposals from reaching any final procurement stage. This Exercise will be used to assist EA in gaining a better understanding of the market/feasibility of the requirements, the most appropriate procurement and operational approach, the capacity of the market to deliver the requirements and an opportunity for the market to highlight any possible risks or issues that may not have previously been considered.
