Summary of the contracting process

The East Midlands Pharmacy Collaborative (EMPC) intends to procure dose-banded chemotherapy products and patient-specific chemotherapy services for its members. The scope is described as a multi-provider framework covering pharmaceutical products alongside services tailored to individual patients. University Hospitals of Derby and Burton NHS Foundation Trust is named as the buyer, while EMPC is identified as the authority establishing the framework. The procurement is for goods, with the patient-specific service element forming part of the stated scope. The information provided does not identify specific delivery sites, so the work should be understood as serving EMPC members rather than a named hospital or location. Suppliers whose business covers chemotherapy medicines, dose banding or associated patient-specific services are the most directly relevant.

This is at the planning stage: the buyer has stated its intention to procure, but has not invited tenders. The buyer describes an open procedure and a multi-provider framework. It expects to hold a further online market-engagement meeting on 19 November 2026 to update suppliers on the timetable, discuss a draft specification and proposed commercial schedule, and hear questions and feedback. The buyer’s indicative date for the next notice is 11 January 2027. The stated estimated value is £48 million gross. The initial framework period is planned to run from 1 September 2027 to 31 August 2029, with an extension option taking the maximum duration to 31 August 2031. The procurement is presented as one lot.

This procurement is most relevant to suppliers able to provide dose-banded chemotherapy products, patient-specific chemotherapy services, or both. The planned multi-provider framework may suit businesses with the capacity to supply a range of EMPC members, as well as specialist suppliers whose offer covers part of the stated scope. The buyer indicates that small and medium-sized businesses are suitable for the procurement. The planned market-engagement meeting offers suppliers a chance to review the draft specification and proposed commercial schedule, ask questions and provide feedback ahead of the later procurement. The stated purpose is to update the market on the revised timetable as well. The information available does not set out particular technical accreditations, capacity thresholds or experience requirements, so suppliers can use the engagement stage to understand the intended requirements and prepare.
