Summary of the contracting process

Maidstone Borough Council is seeking contractors for corporate building maintenance across the borough. The procurement is divided into four lots: mechanical services covering heating, hot water, ventilation and air-conditioning; electrical maintenance; monitoring and maintenance of fire and security alarms; and building-fabric repairs. The work includes planned, responsive and cyclical maintenance. The mechanical and electrical lots require maintenance of plant and equipment, while the alarm lot covers monitoring as well as repairs. All four lots include round-the-clock, year-round service and emergency call-outs outside normal working hours. Mechanical, electrical and building-fabric services apply to council buildings; electrical, alarm and building-fabric descriptions refer to corporate buildings throughout the borough. This is a building maintenance and repair services procurement (CPV 50000000).

The buyer invited offers through an open procedure. The enquiry deadline was 4 November 2026 at 12:00 and the bid deadline was 11 November 2026 at 12:00. The planned award decision date was 30 November 2026. Mechanical services were due to start on 1 April 2027, with the other three lots starting on 1 January 2027. Each contract has a three-year initial term and provision for two further 12-month extensions. Estimated lot values are £900,000 for mechanical, £1,255,000 for electrical, £205,000 for alarms and £815,000 for building fabric, excluding VAT. Each lot is evaluated on cost (60%) and quality (40%). Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable for all four lots.

The opportunity suits building maintenance contractors able to deliver planned, responsive and cyclical work across council corporate buildings, with dependable coverage at all hours and capacity to respond to emergencies outside normal working hours. Mechanical specialists need to maintain heating, hot-water, ventilation and air-conditioning systems; planned preventive maintenance must follow the SFG20 standard maintenance specification for building engineering services. Electrical contractors need comparable building-services maintenance capability. Alarm specialists must provide monitoring as well as maintenance of fire and security alarm equipment. Building-fabric contractors need experience carrying out repairs to corporate buildings. Suppliers can target the lot that matches their trade, and the buyer identifies each lot as suitable for SMEs and VCSEs. The contracts are evaluated on both quality and cost, so bidders need a credible service delivery offer as well as competitive pricing.
