Summary of the contracting process

Together Housing Association Limited plans to procure an electronic tendering platform for its procurement activity. The platform is intended to let the association run tendering exercises and publish relevant procurement notices to the Find a Tender platform. The buyer is based in Halifax, and the listed delivery location is the United Kingdom. The procurement is for a software product rather than a service or construction project. The association is engaging with suppliers to understand what e-tendering platforms are available, their functionality, likely costs and the factors that influence those costs. It also wants to learn about suppliers’ technology roadmaps and how platforms could integrate with other systems and processes.

This procurement is at the planning stage: Together Housing Association has stated its intention to source a platform, but has not issued an invitation to tender. The buyer expects the contract to run from 1 February 2028 to 31 January 2035. Its stated gross value is £150,000. The procurement is structured as one lot, with small and medium-sized enterprises identified as suitable. The buyer is undertaking preliminary market engagement, inviting interested suppliers to request a questionnaire by email and return completed questionnaires by 23 October 2026. This engagement is to inform the buyer’s understanding of available solutions, functionality, costs and cost drivers, future technology developments and integration possibilities. No evaluation basis or award procedure is set out at this planning stage.

This is relevant to suppliers that develop or provide e-tendering software for public-sector procurement. The buyer is exploring platform functionality for managing tender exercises and publishing procurement notices, so suppliers should be prepared to explain how their systems support these tasks. It is also seeking insight into integration with other systems and processes, and into future technology developments; suppliers with clear product roadmaps and experience connecting procurement platforms with wider business systems are well placed to contribute. The buyer wants to understand pricing and the factors affecting costs, making a transparent account of licensing, implementation and other relevant cost drivers useful for market engagement. SMEs are considered suitable for the single lot. The engagement is intended to shape the buyer’s understanding before it moves to a tender.
