Summary of the contracting process

Manchester City Council is seeking an integrated service to prevent and reduce the number of young people who are not in education, employment or training (NEET), and to reduce the number whose destinations are unknown. The work combines early prevention, tracking and intelligence-led support with holistic help to re-engage young people in education, employment or training. It covers young people aged 13–16 at risk of becoming NEET; those aged 16 and 17 who are NEET or at risk of disengaging; people up to age 25 with an Education, Health and Care Plan; Manchester care leavers; and other identified vulnerable groups. The service is for delivery in Greater Manchester.

The Council invited offers through an open procedure. Clarification questions were due by 23 October 2026 at 11am; tender submissions were due by 2 November 2026 at 11am. The award decision was scheduled for 18 December 2026. The single-lot contract runs from 1 April 2027 to 31 March 2029, with an option to extend for a further two years, to 31 March 2031. Its estimated value is £3,043,200 excluding VAT (£3,651,840 including VAT). Bids are assessed on quality (60%), social value (20%), environmental considerations (10%) and price (10%). Economic and technical selection criteria also apply; their details are set out in the tender documents.

This requirement is suited to organisations able to provide joined-up, preventative support for young people facing barriers to education, employment or training. Providers will need to work with several age groups and vulnerable cohorts, identify risks and support needs, track young people’s destinations, and help them reconnect with suitable opportunities. The service also calls for the ability to provide holistic support and make appropriate referrals or signposts to specialist services. The Council identifies the opportunity as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Economic and technical selection criteria apply, so bidders should be prepared to demonstrate their financial and delivery capability against the requirements in the tender documents. Quality is the largest assessed component, alongside social and environmental value.
