Summary of the contracting process

The Ministry of Defence is buying livery and ongoing care for military working horses at HCMR in London. The requirement covers housing, feeding, care and maintenance for up to 28 horses: 18 kept at full livery throughout the year and 10 resting at grass for seven months each year. The facilities must be within one hour of Combermere Barracks and two hours of Hyde Park Barracks. This is an equine livery and horse-care service, with provision for military working horses rather than general riding-school services. The requirement includes the capacity to manage young military working horses.

The procurement has been awarded by direct award to Sorrel Porteous trading as Pentire Sport Horses. The award is recorded as pending. Its value is £1,135,000 including VAT. The contract period runs from 1 January 2027 to 31 December 2028, with three possible one-year renewals, or parts of a year, extending the maximum period to 31 December 2031. The buyer justified the direct award on technical grounds, stating that Pentire was the only supplier meeting all requirements in the specified area and that there was no reasonable alternative offering the necessary capacity and capability. The requirement is a single lot, marked as suitable for small and medium-sized enterprises. The planned signature date is 1 December 2026.

For equine-care businesses, this award demonstrates Ministry of Defence demand for secure, full-time livery and specialist care for a substantial group of military working horses. A credible competitor would need suitable facilities in the defined area around Combermere Barracks and Hyde Park Barracks, capacity for up to 28 horses, and the ability to provide both year-round full livery and seasonal grass rest. The buyer also requires the provider to be equipped and willing to manage young military working horses, so relevant horse-handling experience and dependable care arrangements would be central to competing. The direct award rationale indicates that location, capacity and the full combination of technical capabilities were decisive: a supplier offering only general stabling or equestrian services would not match this requirement.

Notice Description

Provision of Livery Spaces for Military Working Horses at HCMR London

Procurement Information

Army Commercial, part of the UK Ministry of Defence, intends to award a contract to Pentire Sport Horses (Pentire) for provision of livery spaces for Military Working Horses (MWHs). The contract will be for a term of 2 years (plus options for 3 additional years) and has an estimated total value of PS1.135 million (inclusive of VAT). It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 applies. This is because the requirement is for housing, care, and maintenance of up to 28 MWHs (18 horses at full livery for 12 months of the year and 10 horses at grass rest for 7 months of the year) on a full-time annual basis within 1 hour of Combermere Barracks and within 2 hours of Hyde Park Barracks. The provider must be equipped and willing to managed young MWHs. Pentire is the only supplier who meets all the technical requirements. There is no reasonable alternative which offers the capacity and capability in the defined geographical area.
