Summary of the contracting process

Leicester City Council is procuring a replacement gazetteer management and web mapping system. The current service supports the Council’s street and address gazetteers, containing about 5,000 streets and 170,000 basic land and property units with associated polygons. The replacement must also provide public and internal web mapping, simple maps embedded in the Council website and the FindMyLocal service. The system serves several hundred users a day and includes maps for public consultations and issue reporting. Delivery is for Leicester City Council in Leicester. The procurement is classified as software and information systems.

The Council invited offers through an open competition under the below-threshold route. The procurement is for one lot. The enquiry deadline was 27 October 2026 at 09:00, and bids were due by 4 November 2026 at 17:00. The contract period is 1 April 2027 to 31 March 2030. The estimated value is £120,000 excluding VAT (£140,000 including VAT). Evaluation gives quality a 70% weighting and price 30%. The contract includes options to address potential changes arising from local government reorganisation, statutory requirements, reporting and compliance duties, or data governance; changes would require formal contract change control.

This opportunity suits software suppliers able to deliver and support gazetteer management alongside a comprehensive web mapping service. The supplier must migrate the Council’s existing data and configure equivalent maps, versions and functionality, including around 650 layers or tables and 200 map sets. The work also involves transferring associated macros, styling, templates and themes. The required system needs to serve both public and internal users and support varied functions, including public consultation and issue reporting, website-embedded maps and a local information service. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable. The requirement calls for capability in data migration, system configuration and the delivery of a complex mapping environment; the procurement sets out no particular accreditation or prior-experience threshold in its stated criteria.
