Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) plans a replacement framework for indoor and outdoor bins and related waste products. The range is expected to include recycling stations, litter bins and other waste receptacles for office, education and local authority settings, as well as outdoor bins for parks, countryside locations, pedestrianised areas and other public spaces. The framework is intended to give public sector organisations access to these products. The buying organisation is YPO, and the stated delivery country is the United Kingdom. This is a goods procurement covering waste and rubbish containers and bins.

The process is at the planning stage: YPO is undertaking preliminary market engagement to inform a possible re-procurement, and there is no invitation to tender at this stage. YPO expects to advertise the engagement in October 2026, with responses due by 6 November 2026. It expects a future procurement notice on 1 February 2027. The estimated value is £1.4 million excluding VAT (£1.68 million including VAT). The intended arrangement is a framework, with one lot and a planned term from 1 August 2027 to 31 July 2029; the term may extend to 31 July 2031. YPO reserves the right not to proceed with a later procurement.

The engagement is relevant to manufacturers, distributors and other suppliers of indoor and outdoor bins, recycling stations, litter bins and related waste receptacles. YPO is seeking supplier views on market conditions and trends, product developments and innovation, sustainability and environmental issues, changes in legislation and regulation, commercial arrangements and pricing, and customer needs and product availability. Suppliers with knowledge of public-sector use in offices, education, local authorities and outdoor public spaces will have relevant market insight to contribute. Small and medium-sized businesses are identified as suitable for the planned procurement. Engagement responses are for market research, not future tender evaluation, and taking part will not give a supplier an advantage in the later competition.

Responses will be used for market research purposes only and will not form part of any future tender evaluation. Please see below link to the questionnaire: https://forms.cloud.microsoft/e/MXE3Wrg3Yn Participation in this engagement exercise will not confer any advantage in any future procurement process.
