Summary of the contracting process

Buckinghamshire Council is exploring a long-term regeneration partnership to transform key assets in Aylesbury town centre. The programme is intended to support economic growth, attract investment and regenerate Buckinghamshire’s county town. The scope includes construction and the development of residential and non-residential property. The council is seeking views from organisations with experience and capability suited to a significant, multi-phase regeneration programme, to help shape the partnership and its delivery approach. The planned work is in Aylesbury; the wider ambition is town-centre transformation rather than a defined single building or site.

This is at planning stage: Buckinghamshire Council is undertaking preliminary market engagement, not inviting tenders or selecting suppliers. The engagement is intended to test market interest and capacity, refine the requirement, and explore delivery structures and procurement routes; responses will inform its procurement strategy, commercial arrangements and delivery approach. The council expects the engagement exercise to run for six weeks from publication, with a milestone scheduled for 19 November 2026. The council is considering an initial contract term of 10 years, with an option to extend by a further five years. The anticipated contract period is 1 November 2028 to 31 October 2038, with a possible extension to 31 October 2043. No procedure, evaluation criteria or contract value is set out at this stage.

The engagement is aimed at experienced developers, investors and regeneration partners with the capability, track record and resources to take part in a substantial, multi-phase town-centre programme. It may suit organisations able to contribute to property development and investment while working with a local authority on the transformation of town-centre assets and long-term economic growth. Buckinghamshire Council is looking to understand market appetite and capacity, and to consider viable partnership structures and delivery approaches. Suppliers can use the engagement to inform the council’s thinking about the eventual procurement and commercial arrangements. It is a market-shaping exercise, not a competition: participation does not involve supplier selection or bid evaluation, and neither party makes a commitment by taking part. Suppliers wishing to participate must register on the council’s In-tend portal.
